Nations & Stereotypes. Ethnic and Ethic Characteristics
Abstract: An analysis of the ethnic stereotypes developed between the fifteenth and the nineteenth centuries, mainly in the traditional culture of the peoples from East-Central Europe. Sometimes stereotypical thinking is carried to the limit, the image being reduced to one single “cultural mark” (screw for the German, fiddle for the Gypsy, drunkenness for the Russian, work for the Romanian, etc.). Some legends present the images of the ethnic group which has generated them (auto-images), in comparison to the images of the nations with whom it has cohabited (hetero-images). The imagological equation is a complex one: it has numerous variables and levels. Paraphrasing a parable by Miguel de Unamuno, the relationship between, for example, the Jew and the Romanian is a multi-layered one. On one level, there is the relation between the “real Jew” and the “real Romanian”. On another level, that between “the Jew’s self-image” and “the Romanian’s self-image”. And on yet another level, that between the “Romanian’s image of the Jew” and the “Jew’s image of the Romanian.” This text is a chapter of Andrei Oişteanu’s book The Imaginary Jew in Romanian and Other Central-East European Cultures, to be published by the University of Nebraska Press.

The boom of geographic discoveries and trading expeditions that began on the eve of the Renaissance and continued throughout that era developed a new taste for describing remote, if not downright imaginary, countries and peoples. “Before being discovered, the savage was first invented,” noted Italian folklorist Giuseppe Cocchiara.[1] “This witty observation is not without its truth,” later commented Mircea Eliade.[2]
Knowledge of the savage (or merely exotic) stranger gave a new edge to the acknowledgement of the stranger “from home.” Without giving rise to a new literary genre as such, this type of discourse—a collection of ethical and ethnical stereotypes—was nevertheless fairly common during that age. This is how Gilles Le Bouvier, in A Book of Countries Described, written about the middle of the fifteenth century, presents the Europeans: the English are “cruel and bloodthirsty” and greedy merchants into the bargain; the Swiss are “ruthless and rude people”; the Scandinavians and the Poles are “fierce and possessed”; the Sicilians “fiercely keep watch over their wives”; the Neapolitans are “coarse and churlish, bad Catholics and great sinners”; the Castilians are “quick-tempered people, poorly dressed and shoed, their dwellings are in a bad way, and are bad Catholics,” etc.[3]
In Short Account of European Peoples and of Their Characteristics, a volume edited at the beginning of the eighteenth century in central Europe (Stiria, in western Austria), ten nations are presented hierarchically according to their traits, from most positive to most negative (the Spaniard, the Frenchman, the Netherlander, the German, the Englishman, the Swede, the Pole, the Hungarian, the Greek, the Turk, etc.). A comparative table is devised, on the basis of seventeen categories: disposition, nature, intellect, vices, passions, knowledge, clothing, maladies, ability in warfare, religion, form of political government, and so on. From the point of view of mental characteristics, for instance, the Spaniard is allegedly “intelligent and wise,” the Frenchman is “cautious,” the German is “spiritual,” and the Englishman is “bad-tempered”; the Pole is allegedly of “limited” intellect, yet not as much as the Hungarian; the Russian is “empty-headed,” while the Greek Turk is “even less of that.”[4]
“It is not the barbarian and ignorant peoples who should come to know us first, but on the contrary, we are the ones who should…unravel the character, nature, and even physiognomy of contemporary peoples,” wrote the Frenchman Jean-Louis Carra, secretary to the court of the Moldavian Prince, in 1777. By “barbarian and ignorant peoples” Carra was not referring to some exotic populaces of Africa, America, or Asia, but to the Moldavians along the lower course of the Danube. In the spirit of the Enlightenment, Carra envisaged the cognitive act as an empowering act of subordinating someone else. Therefore, “we” are supposed to know “them” before “they” get to know “us”: “It is for us, finally, to know these same peoples before they can know themselves, and seek to know us in their turn”[5]
The Romanians were neither conquerors nor great travelers or passionate merchants, but they cohabited and came into contact with many nations. In the preface he wrote for a volume by E. Baican, Gossip and Anecdotes (1882), Mihai Eminescu observed: “There is no people the Romanians have come in contact with that did not become their laughing stock.” Moses Schwarzfeld took over this concept, but in his own manner:
The Romanian calls the foreigners filthy, foreign heathens, and there is no people which has ever been in contact with the Romanians and was found fair, good, and honest. Thus, the German is a man of the devil, the French is awarded the same flattering epithet, the Jew is târtan [from the German Untertan = subject, vassal], the Greek is a mangy goat, the Serbian is feeble-minded [provincial Romanian, bleod, from the German blöd, stupid], the Bulgarian has leeks, and we would never come to the end if we were to enumerate every epithet and appellation Romanians contrive against foreigners.[6]
Dumitru Drăghicescu also commented on this delicate subject in 1907, when he published his book, Din psichologia poporului român [On the Psychology of the Romanian People]. According to his diagnosis, Romanians suffered from a superiority complex towards some
…people less fine, with an intelligence more laggardly and less spirited, and therefore in an obvious state of mental inferiority as compared with the Romanians. As a proof that this is the state of things we have the fact that the irony and humor of the Romanians is chiefly directed at the neighboring peoples. Romanians have always poked fun chiefly at Serbs and Bulgarians, Hungarians and Turks. They have always considered themselves superior to these neighbors. From this consciousness of superiority have sprung all the jokes and ironies made on their account. [At the same time,] the Gypsy is an unexhausted well of humor for the peasants.[7]
Around the middle of the nineteenth century, in political satires that were circulated underhandedly, orally or in manuscript, to avoid censorship and belonged to a species of city folklore, not only the Jews [jidani] were considered “scabby dogs,” but also the other “foreign hordes”: “Tomorrow, after the mangy Greek, / Come, at a round trot, / The Turk, the famished wretch, / The Russian, the foul brute, / And the German, the stinky lickspittle.”[8]
The profile of the Jew has taken on several shapes, among which is the presentation of his vices and virtues as compared to other peoples. Most often, Romanians express the opinion that the Jew uses his intelligence to swindle other people: “A Jew cheats two Armenians, an Armenian two Greeks, a Greek two Romanians.”[9]
Similar proverbs, in which the relationships of Jews with other nations are defined, are to be found among the Russians (“A Jew is worth two Greeks, a Greek two Armenians, an Armenian two nobles of Poltava” or, vice versa, “From two coppers of Jews the devil made an Armenian”); the Poles (“The Pole is cheated by the German, the German by the Italian, the Italian by the Spaniard, the Spaniard by the Jew, but the Jew is only cheated by the Devil”); the Lithuanians (“A Jew cheats three Germans, a Russian, three Jews”); the Macedo-Romanian people (“A Jew cheats ten Greeks, a Greek cheats ten Albanians”); the Germans (“Three Jews cheat an Armenian, three Armenians a Greek, and there are still a dozen Christians left,” or “A Jew is worth three Christians and a Yankee three Jews”); the Swiss (“Nine Jews cheat a Swiss and nine Swiss people from Basel cheat one from Geneva”); and the French (“Business take two Jews against a Genoese, two Genoese against a Greek, and two Greeks against an Armenian,” and “Three Jews are worth a citizen of Basel, three citizens of Basel are worth one in Geneva”).[10]
Sometimes, however, the situation is reversed and the Jew appears in the position of the one who is taken in, like in this Romanian saying: “The Gypsy steals, the Armenian swears, and the Jew pays for the jade.”[11] It is not so much the naïveté of the Jew which seems to be intimated here as his usual status as an object of discrimination and persecution and the fact that he is often held guilty and punished, irrespective of who is the true culprit. In this respect, the Georgians have a similar saying: “Mabshabeli had sinned and the Jews were punished,”[12] and so do the Ukrainians: “The Jew is to pay all damages.”[13] The Jews themselves have such sayings: “A boyar lost some-thing, a non-Jew found that something, and they both pick on the Jew,” or “No matter what, Jews will be hated.”[14] The German saying is the most explicit and most grisly of them all: “Macht nichts, der Jude wird verbrannt” (It matters not, the Jew must be burned).[15]
In Sibyl’s Prophecy, an old text of Slavic origin which circulated in the Romanian cultural area from the sixteenth century and, in the Romanian version, since the seventeenth century, the wise Empress Sibyl (in the text, daughter of the Judean King David) prophetically interprets the common dream of “a hundred great boyars.” The nine different suns, which had appeared in the sky in this dream, are explained by Sibyl in terms of ethnic imagology: “The first of the suns is the offspring of the Bulgarians, good, guest-loving, and devout people…. The second sun signifies the Greeks, for they have abjured their faith three times and have mixed with all tongues, usurers that they are and loving well the pieces of silver well….” Historians of old literature concur that the text originated in the first half of the fourteenth century and can be included in the corpus of Bulgarian literature, owing to the fact that the Bulgarians are positively depicted while their adversaries, the Greeks, are negatively portrayed.[16] Besides the Bulgarians and the Greeks, there are profiles of the Catholics, the Arcadians, the Saracens (who “shall lay Jerusalem waste…”), the Syrians, the “Iverians” (“who their Church guard well, and fear God…”), the “Tartars” (“who shall spill blood on the earth and no one shall stand against them…”), and the Jews [jidovi].
An extremely interesting fact is that no negative trait of the Jews is presented. According to Sibyl’s divinations, “a woman shall come from them and she shall give birth to a son from Heaven and his name they shall call Jesus.” He will be crucified and buried, then will rise again and “shall send twelve men” who will change the faith all over the world, including the empire ruled by Sibyl. “For I myself,” the prophetess ends the interpretation of her dream, “have until now cherished hopes of giving birth to Christ from this body, and I have guarded my chastity for these fifty years. And now I fathom that I am not the one.”[17]
Obviously, the emphasis is different in this case, as compared to the majority of the texts of that epoch. The Jews are presented not as the people who kill Jesus, but as those who give birth to Him. It is true that, to some, this has been the capital sin of the Jews; but we are now in a different century, a different geographic meridian, and another cultural perspective. For Voltaire and other French Encylopedists of the eighteenth century, who managed to “secularize” antisemitism, the “Jews deserve to be punished for conceiving Jesus, not for killing him.”[18]
Another old Romanian text, dating from the beginning of the eighteenth century (1705), lists an inventory of the gifts distributed by God to various nations:
“Trading to the Turks, / Drunkenness and swine-like living to the Russians, / Stoutness and stupidity to the Serbs,[19] / Preaching and lying to the people of Rome, / Filthiness to the Germans, / Scab and lassitude to the Saxons, / Luck with money to the Greeks, / Pride to the Poles, / Beauty to the Circassians, / Bragging to the Moldavians, / Envy to the Romanians, / Heresy to the Armenians, / Richness to the Jews, / Poverty and barrenness to the Gypsies.”[20]
I have transcribed this entire text, for it is a suitable example of ethnic imagology, as it contains not only hetero-images, but also auto-images, if its origin is Romanian. Indeed, Moses Gaster was convinced that this characterization was “autochthonous Romanian, stemming from the people’s own observation.” An argument to this effect is also that—in contrast to the text below, in which diverse animals are associated with nations from western Europe to central Asia—the 1705 text made no mention of faraway peoples, at “the back of nowhere,” but only of those with which the Romanians were neighbors, or with which they cohabited.[21]
“The zoomorphic characterization of peoples,” as B. P. Hasdeu was wont to call it, is not, according to Moses Gaster, specific to Romanian tradition but to the Palaeo-Slavic one. Indeed, the oldest text of this kind discovered in the Romanian area is a Slavic manuscript from the first half of the sixteenth century. It is not part “of a biblical apocryphal legend, namely The Legend of Abraham” as researchers Marianne Mesnil and Assia Popova have maintained,[22] yet it was copied in this collection of miscellaneous works together with that legend.
Entitled The Wise Man or the Teacher of All the Words of Our Lord Jesus Christ, the text was arranged in the usual form of questions and answers. To the question “What are the peculiarities of each nation?” an ambiguous answer is offered: to no less than thirty (European and Asian) peoples correspond as many animals. However, the characteristics of each animal and, implicitly, of the nation symbolically associated with it do not stand out—like in the celebrated Bestiaries (Physiologos):
…the Italian is a lion, the German an eagle, the Arab a boar, the Turk a dragon, the Armenian a lizard, the Indian a dove, the Syrian a fish, the Georgian a ram, the Tartar a greyhound and a dog, the Cuman a leopard, the Russian an otter, the Lithuanian a bull, the Greek a fox, the Bulgarian an ox, the Romanian a cat, the Serbian a wolf, the Hungarian a panther, the German a ure ox, the Ossetian a stag, the Saxon a stallion, the Pole a mole, the Jew a badger, the Albanian a beaver, the Egyptian a goat, the Szekler a kite, the Circassian a buffalo, the Persian a crane, the Croatian an asp, etc [emphasis mine—A.O.].[23]
In this metaphorical text it is the cat that corresponds to the Romanian (Walachian, in the original). Motivated by an obsolescent nationalism, yet a typical one for the second half of the nineteenth century, Hasdeu enumerates the real or attributed characteristics of this domestic animal, discovering all of them in the Romanian. “Love of the country” and “independence” are included for, unlike the dog, the cat “loves the home, the ‘homeland’ from where with the greatest pains, if at all, can anyone drag it out and chase it away, yet it never becomes the slave of one master.”[24] There are some extenuating circumstances for Hasdeu, since he published and commented on that text in 1879, only a few months after Romania attained its independence.
The Jew (evreanin, in the text) is symbolically associated with the badger. In this case, no more than in the former, we cannot be sure what were, almost half a millennium ago, the causes of this atypical association: perhaps because the withdrawn, isolated, and morose man (as the “imaginary Jew”is supposed to be) was called a “badger”; or maybe because the badger, like the Jew, is perceived by the people as being cunning and thieving (it steals flour or grains from barns);[25] or, finally, because the traditional costume of the Jew at that time included a hat, or shtreimel, made of badgers’ fur, for only rich Jews could afford sable.
In Mihail Sebastian’s novel For Two Thousand Years… (1934), the protagonist witnesses a scene in the heart of Bucharest of the early 1930s, in which cries of “Death to the Yids!” are uttered. People pass by quietly “without so much as a turn of the head from any of them…. If someone should settle oneself in the middle of the road to call for (let’s say) the ‘death of the badgers,’ I still believe that he would raise a certain amount of wonder from among the passers-by.”[26] Does the author suggest the existence of a symbolic and significant relationship between the Jew and the badger? Or is this rather a chance and gratuitous association, meant to demonstrate precisely the absurdity of thinking along these lines: I don’t care if you shout “Death to the Yids!” but what do you hold against the poor badgers?!
Turning once more to the “gifts” bestowed by the Divinity on various nations, the following is a brief popular invocation in which God is called to give “good things” to Christians and “bad things” to everybody else:
Let God grant health
To Christendom,
The pagans
May go to the dogs,
The Turks,
The pest on them,
The Jews, the scab on them,
All ailments to the Gypsies.[27]
It was in fact God, at the time of the Creation, who distributed the true “ethnic gifts”. This is a subject shared by several folk legends.
One of them has been taken over by Romanian prose author Mihail Sadoveanu and used at the very beginning of his pastoral novel Baltagul, [The Hatchet], published in 1930: “The Lord God, after He put the world together, put an order and a mark upon each people…. [To] the German He gave the screw,” the Gypsy—his fiddle. “In the Serb’s hand He deposited the hoe,” while to the Turk He said: “Thou shalt be a simpleton, but power thou shalt have over other nations, by your sword.” To the Hungarian He handed over some “top boots, and spurs, and resin” to make “handlebars on their moustaches” and told him: “Be proud and enjoy partying with your fellows.” “Upon the Russian He bestowed the gift of being the greatest drunkard of all and of proving his worth in begging and singing through the fairs.” “Among the Jews, He summoned Moses and commanded him: Thou shalt write a Law; and when the time comes, make the Pharisees crucify my well-beloved son Jesus; and after this thou shalt endure much trouble and persecution; and for this I shall let money flow to you like waters.” Finally, the last to share in the divine gifts, the Romanians (in the original, the “mountain people”), were addressed by God as follows: “I cannot give you anything more, just an easy heart, to enjoy what is yours. All things should seem good to you; the one with the fiddle, and the one with the drinking should both come to you, and you shall have beautiful and loving wives.” Nichifor Lipan, a character in the novel, is said to have learnt this story from the shepherds of northern Moldavia, “from an old head shepherd, who used to be a Jew in his youth, and God took pity on him and made him aware of the true belief.”[28]
This type of story falls into the greater category of etiologic legends. From them we learn how “ethnical characteristics” were established once and for all. Stereotypical thinking is carried to the limit in this case. Everything has to be reduced to one single “cultural mark” (the screw for the German, the fiddle for the Gypsy, drunkenness for the Russian, work for the Moldavian, etc.), or to a small number of such “marks,” considered to be defining characteristics of an ethnic group. This ethnic and cultural determination derives from a double authority. On the one hand, it is given by God Himself and, on the other hand, it occurs at the mythical beginning of the world, in illo tempore. The first sentence in the Romanian legend explicitly states all these aspects of the issue: “Lord God, after He put the world together, put an order and a mark upon each people.” Four “cultural marks” have been selected for the “Jews,” all trying to compress their destiny and history to the maximum: 1) Decalogue; 2) Deicide; 3) Persecution; 4) Money.
Toward the close of the 1930s, in his elaboration on a Project on the Research of Religious Life, ethno-sociologist Ion I. Ionică, of the Sociological School of Bucharest (headed by Dimitrie Gusti), formulated a few of the subjects referring to the question of kinship in the following manner: “Their multitude and their differences. Was there a single kin in the beginning, or have all nations existed ever since? What are the features of kinship? Kinship and color. The hierarchy of kinship. The Gypsy, the Jew, the Hungarian, the Swabian, the Romanian, etc. How can one account for national and ethnic characteristics?”[29]
An authentic folk legend, also recorded in northern Moldavia, unfolds the story of the “gifts” distributed by God at the Creation to “the first peoples.” According to this legend, the first nations were the Jews, the Gypsies, and the Moldavians (the latter further divided into “boyars” and “peasants”). The Moldavian boyars, the first to come into the presence of the Lord, asked for “wealth.” “God gave them wealth.” “Then came the Jews, for they were sooner dressed.” They asked for the “good.” “The good be granted to you!” said God unto them. Since the Moldavian peasants, as is their habit, came later in the day, they were refused both “wealth” and the “good,”[30]for wealth had been given to the boyars, and the “good was taken over by the Jews.” Instead, they received “work”: “And this is why work is sacred, for it has been given by God.” All that was left for the Gypsies was “laughter”: “ ‘Be a laughing stock,’ said God onto them. And so they remained a laughing stock.”[31]
As can be observed, the main ethical-ethnic characteristics attributed to the Jew are “good,” obtained without “work,” and “money,” obtained by devious means. Deviousness is also the mark of the Jew in a Hungarian legend entitled “What the Peoples Got from God,” recorded at the end of the nineteenth century. This time, God—He who sits on the celestial throne and gives to every people its due—is Jesus Christ. The Turk comes to Him and asks for the “Holy Land.” “All right, let it be yours, then Jesus replies.” Then comes the German, asking for the same, and Jesus explains that He has already given the Holy Land to the Turk. “Well, it is a nice thing,” replied the German, and Jesus added: “All right then, let you have the nice thing.” After Jesus turned down the same request made by the Hungarian, the latter replied, angrily, “Well, bad luck!” And Jesus decided “All right then, let you have bad luck.” When, to the same request, the Jew received the same answer, he exclaimed nervously: “Well, it is a big cheat.” Jesus replied instantly: “Well then, let the cheat be yours.” The end of this multiethnic folk tale is typical of etiologic legends: “That is why Hungarians always have bad luck, Germans have all the nice things, Turks have the Holy Land, and the Jews cheating.[32]” Considering the negative status meted out to Hungarians and the positive one enjoyed by the Germans, it is possible that this legend originated in the German cultural area.
Of the same parentage as the above-mentioned legends (of the type of “the gifts distributed by God to the nations”) are those regarding the genesis of ethnic groups and races. In a myth that is part of Transylvanian Gypsy lore, God made man out of clay and had him baked in the oven. He over-baked him, and so black was he, being burnt all over. This was the ancestor of the Blacks. Then God set out on another try. This time, however, he did not bake the man of clay long enough, so he was pale. This was the ancestor of the Whites. Finally, in a third assay, God succeeded: this third man was well baked, golden, and tanned. This was the ancestor of the Gypsies.[33] Romanian folkloric mythology too includes episodes of aborted species. Within mythical anthropogenesis, such an aborted species are the “Jidovi,” gigantic androids, monstrous, and anthropophagous.[34] This type of script was then transferred from the mythical sphere to a pseudo-scientific one. The ideological forefather of modern racism, J.A. Gobineau, who pro-claimed the inequality of races and the supremacy of the Aryan race, maintained that God had created the yellow race in an aborted attempt at anthropogenesis. This is why, according to his account, people of the yellow race are exceedingly ugly, lack intellectual interest, and are solely pre-occupied with the satisfaction of their basic needs.[35]
If one takes into consideration all the keywords concerning the Jew in the folk tales presented above (scabby dog, cheating and thieving, money, wealth, and “good” obtained without work, the birth and murder of Jesus, persecution and punishment, the Decalogue, and so forth), that is, all the ethical characteristics that have been noted and which define the profile of the Jew, one gets a cluster of well-known clichés, the old mental reflexes which make up the sketchy image of the “imaginary Jew.” The novelty in the lines above consists in the motivations offered for these stereotypes and, especially, in the relationship between the clichés about the Jews and the others— no less spurious and false—which focus on other nations.
Legends of this kind are extremely interesting because each story presents the images of the ethnic group which has generated it (auto-images), in comparison to (and rivaling) the images of the nations with whom it has bordered or cohabited (hetero-images). After centuries of cohabitation, the ethnic groups mix, cultures overlap and influence each other, vices are borrowed, and virtues are redistributed. In 1836, for instance, an anonymous Romanian defended the following theory to St. Marc of Girardin, a Frenchman traveling through Walachia and Moldavia:
Our mores are more or less the same as the mores or, better to say, the vices, of all peoples who have ruled us or have protected us. From the Russians we have borrowed their lechery, from the Greeks their lack of honesty in business, from the ruling Greek aristocracy (the Phanariots) a mixture of degradation and vanity, from the Turks their carelessness and indolence. The Poles have blessed us with divorce and [with] this host of Jews of the lower kind, which you have seen swarming in our streets: these are our vices.[36]

Abstract: Starting from four examples, the article presents in brief the contribution that South-Eastern Europe can bring to the process of European re-integration, namely, the coalescence of the three cultural strata: archaic, medieval, and modern, thanks to which Europe can re-learn its past and re-evaluate its future projects; the connection, still alive, between ear and eye, between the oral and the written cultures; the conversion of negative into positive according to the model of apophatic Orthodox philosophy; the cosmopolitan Byzantine teachings that led to a true philosophy of survival on the basis of the unvanquishable equilibrium.

Quel est l’apport du Sud-Est dans le processus de (ré)intégration européenne ? Où devrait-on chercher « les battements du cœur » de ce complexe de nations, maintenu depuis des siècles dans une condition périphérique face au centre dont se réclame l’Occident ? Une réponse générale ne pourrait être qu’assertive ; elle ne ferait que survoler ce puzzle multiethnique, cependant qu’un inventaire détaillé – et forcément incomplet – risquerait d’occulter les dimensions réelles qui en font la toile de fond. L’idée récurrente, par ailleurs, que le Sud-Est d’aujourd’hui constituerait du point de vue socio-économique une charge démesurée pour l’Occident, car il ne saurait sortir pour longtemps de son existence larvaire, entretenue par les tensions ethniques, cette idée, donc, nourrit la méfiance déjà ancienne de l’Ouest (que les décennies d’après Yalta n’ont fait que rendre plus sensible). Il n’est pas moins vrai que le phénomène de l’immigration (qui suit deux axes principaux Est → Ouest et Sud → Nord), suppose à la fois des questions spécifiques concernant l’adaptation et la nécessité d’appréhender une forma mentis plus nuancée, riche en particularités fonctionnelles et de tonalité plutôt sthénique.
Les quelques exemples qui suivent, empruntés au périmètre culturel, se proposent de mettre en valeur la contribution du Sud-Est au dot continental.
1. En faisant cohabiter les trois couches culturelles – archaïque, médiévale et moderne – le Sud-Est peut aider l’Europe à réapprendre son passé et, partant, à remodeler ses projets d’avenir. Un examen archéologique sui-generis pourrait montrer que des sédimentations sont en cours, ralenties parfois par des conjonctures plutôt défavorables en ce carrefour d’empires morts ou vivants. Le phénomène peut être illustré par l’imaginaire d’épopée, cette tension fertile entre démythisation et mythisation, qui lie en un même rythme pulsateur Kazantzakis à Ivo Andrič et ceux-ci à Ismaïl Kadaré et à Sadoveanu. Dans ce cadre, les fonctions des trois couches culturelles peuvent être mises en évidence par voie analytique et comparative. Aussi, la dimension symbolique qui structure les récits de Vasile Voiculescu garde-t-elle, ne serait-ce qu’en partie, sa fonction opératoire (constitutive de l’âge archaïque) à laquelle s’ajoute une fonction interprétative (héritage de la culture folklorique) et une fonction allusive (propre à la littérature culte). En réduisant encore plus le champ d’analyse, on observera que nombre de motifs (parfois le même) rencontrés dans des espaces culturels différents se définissent par des isomorphismes issus précisément de la convergence des âges historiques mentionnés. Lostriţa (Ondine) de Vasile Voiculescu communique, à travers ce code, avec La Lighea de Lampedusa : du point de vue de leurs structures, ces motifs relèvent du mythe semianthropomorphique qui renvoie, lui, à la quasi-permanence de l’état transitoire spécifique au Sud-Est. Au-delà des déplacements d’accent, les rémanences archaïques et folkloriques particularisent cet espace de confluence dont la vitalité est le fruit d’un alliage paradoxal d’ancien et de moderne.
2. Vivante encore dans tout le Sud-Est la relation entre l’œil et l’oreille, entre le mot et la parole, trouve sa légitimité dans le modèle diégétique – le récit – et, par extrapolation, dans la survie et l’assimilation des segments représentatifs de la culture orale. C’est sans doute un moyen important pour faire ressusciter un imaginaire littéraire révolu. Même si l’artiste contemporain réprime d’habitude sa nostalgie, le poète serbe Petra Paici l’exprime, lui, de manière ouverte, en s’imaginant Au temps où les Serbes lisaient avec l’oreille. Bien entendu, le retour au modèle homérique est désormais impossible, mais l’essentiel c’est d’éviter la rupture définitive, irrémédiable entre les deux manières d’être du verbe. « La leçon » du Sud-Est tient dans l’appel à la resocialisation effective du message dans les conditions d’une surenchère du regard, de l’œil, qui ne saurait pourtant suppléer à l’absence des pulsations vivaces de l’oralité.
3. Les déterminations géopolitiques et idéologiques ont provoqué les « chutes » répétées du Sud-Est, obligé à assumer le conjoncturel et surtout à résoudre le rapport entre le virtuel et l’actuel, soit dans le registre du dérisoire (du parodique), soit dans celui de la tragédie. Le virtuel, interprété d’habitude comme le « monde du possible » ou, en termes de théologie orthodoxe, comme l’« état intérieur non manifesté, mais en mesure de le faire », orchestre le processus d’une conversion de la force négative en force positive tenu pour crucial dans cette aire géographique. La théologie orthodoxe est, on le sait, apophatique. Tel un important chapitre de la métaphysique orientale, elle retrouve le cadre idéologique de la conversion positive du négatif dans un espace fermé, qui a donné naissance, par ailleurs, à une autre philosophie – celle de la survie – les deux, conversion et survie, enracinées dans les mentalités collectives. En identifiant son point de départ dans le paradoxe ontologique de Parménide (= l’être précaire renforce, en fait, le réel), cette conversion a une finalité sotériologique : elle utilise de préférence la voie de l’autoscopie, sur « la verticale », modalité redevable, en premier lieu, à une pensée de facture orientale.
4. Sur la toile de fond d’un cosmopolis, articulé par « une forme d’universalité » byzantine (Nicolae Iorga) et perpétré par la Sublime Porte, des mouvements nationaux sont nés avec leurs dérives nationalistes en tout genre. Des tensions dramatiques, qui génèrent des conflits à première vue irréconciliables, marquent le concept d’équilibre instable, devenu attribut définitoire pour cette partie du monde. Le Sud-Est offre, cette fois-ci, une leçon par ricochet pour la construction européenne en plein essor, située elle même entre le modèle américain offensif et les performances asiatiques. Le risque de voir se généraliser – pour des raisons économiques, politiques, etc. – ce concept d’équilibre instable peut être diminué par l’appropriation lucide et concertée de certaines erreurs plus anciennes qui visaient la résolution partisane de la « question orientale ». Certainement « les deux parties de l’Europe ont besoin l’une de l’autre » (Al. Duţu) à condition d’éliminer du discours occidental sur le Sud-Est l’idée d’une altérité absolue. Si l’individualité du Sud-Est est infléchie, principalement, par la conscience orthodoxe et par les problèmes surgis à la suite des modernisations forcées, il n’est pas moins vrai que, par son statut de « catégorie relationnelle » (c’est-à-dire par son rôle de pont entre les cultures et les civilisations), le Sud-Est enrichit l’esprit européen en vertu de ce même équilibre instable, pris dans le bon sens du terme.

Les exemples mentionnés, auxquels on pourrait ajouter d’autres, ne suggèrent que les grandes lignes, l’horizon dont le Sud-Est vient vers l’europocentrisme en tant que paradigme consolidé pendant les trois siècles derniers. Cette rencontre est non seulement possible mais nécessaire : « l’altérité » balkanique avait déjà été façonnée par l’action catalytique de deux modèles – le modèle français et le modèle allemand. Le XIXe siècle, celui de l’« l’Europe révolutionnaire et des nations » a été une étape décisive pour les efforts du Sud-Est de rallier les valeurs occidentales. C’est alors que fut affirmé aussi cet état de limes (qui se prolonge jusqu’à nos jours), de frontière, de l’univers balkanique. De là, une longue série de stigmatisations, accompagnées d’une véritable rhétorique du balkanisme, qui « crée et importée de l’Occident » a été extrapolée partout où des états conflictuels zonaux et régionaux sont apparus. A fortiori, une discussion consacrée non seulement au « cliché négatif », mais à l’apport réel du Sud-Est au concert européen de demain, est destinée à éclaircir, par des efforts conjugués, le dessin compliqué de cet espace appelé à renaître sous d’autres auspices.

Abstract: This presentation considers Europe as a rhetorical question, a community of speech, which emanates from a Humanist tradition and needs to be examined from the point of view of that tradition. The author emphasizes several Central-European elements of this Humanist tradition by making reference to Denis de Rougemont (a Swiss), Ernst Robert Curtius (a German), Mihály Babits (1883-1941), a Hungarian poet, translator, essayist, and author of a History of European Literature, and his compatriot, Antal Szerb (1901-1945), the author of a History of Universal Literature. Like Curtius, Babits presents the Latin Middle Ages as the link between the ancient Mediterranean and the modern Western world. In agreement with Denis de Rougemont, he also considers Europe to be much older than its nations. According to Babits’ formula, “there are many forests, but the wind that crosses them is the same.” He goes in search of this breeze that animates European Literature. Szerb makes a distinction between “World Literature”, which is written throughout the world in different languages and at different places, and “Universal Literature”, which is written for the entire world, and is potentially available to the whole of humanity.

Y a-t-il une littérature européenne ? (1) La question, en apparence simple, une fois posée, demande à être précisée, approfondie, pour éviter que les tentatives de réponse, par leur complexité, mènent à une cacophonie, ou bien à des lieux communs, même connaissant la force de ces derniers de forger et de renforcer des communautés. Je proposerais de considérer l’Europe comme une affaire de rhétorique, une communauté de discours, issue d’une tradition humaniste, à examiner donc dans l’esprit de cette tradition, eu égard aux multiples approches mises en avant dans les domaines économiques, politiques, juridiques qui ont tendance à faire abstraction de la tradition humaniste dont elles sont redevables. Mon exposé tente de mettre en avant quelques éléments centre-européens de cette tradition humaniste, en évoquant – à part le Suisse Denis de Rougemont, l’Allemand Curtius, le Roumain Vianu, le Tchèque francophone Kundera – le Hongrois Babits, poète, traducteur (notamment de Dante, de Shakespeare, de Baudelaire), romancier, essayiste, et son compatriote, Antal Szerb, auteur d’une histoire de la littérature universelle.
Mihaly Babits (1883-1941) est l’auteur de l’une des rares histoires de la littérature européenne écrites par un seul écrivain-chercheur (2). Il affirme que la littérature européenne a précédé les littératures nationales et leur survivra. Excellent latiniste de la vieille école, professeur de grec et de latin dans sa jeunesse dans le sud de la Transylvanie où il a eu l’occasion de découvrir de près la langue issue du latin vulgaire des habitants de Fagaras, dont il parle dans ses écrits, Babits évoque non sans nostalgie la littérature médiévale, l’époque où la « république des lettres » parlait la même langue (le latin). Certes, il ne dissocie pas langue et littérature, et il constate, concernant les littératures nationales, que c’est par elles que la littérature européenne, après leur apparition, continuait à exister, malgré les divergences et particularités tribales. Selon la formule de Babits : « il y a plusieurs forêts, mais le vent qui les traverse est le même ». Il part donc à la recherche de ce vent, de ce souffle qui anime la littérature européenne, c’est-à-dire l’objet qui a un sens et une signification pour toutes les communautés nationales et linguistiques européennes.
Il reste à définir ce sens et cette signification pour savoir s’il y a une littérature européenne. La question est posée comme hypothèse de travail menant à d’autres hypothèses, donc à d’autres projets de recherches. (Dont celui qui devrait être envisagé et qui serait censé examiner « les mots de l’Europe » pour établir un lexique politique et historico-sémantique plurilingue, prenant appui sur l’ouvrage monumental réalisé, pour l’allemand, par Reihardt Kosseleck et ses collaborateurs. Dans un tel lexique, la « littérature » pourrait être l’une des entrées. Le mot « littérature » existe dans toutes les langues européennes. L’étude de son histoire sociale dans ces langues est susceptible de mener à une nouvelle réflexion sur ses dimensions sémantiques.)

« L’idée de ‘littérature européenne’ – et les ‘études’ qui l’accompagnent – ont une assez longue histoire ; d’ailleurs mal connue. (…) Ses origines remontent à la republica litteraria – la totalité des écrits et des membres de la communauté littéraire de partout – qui émerge à partir de la Renaissance et atteint sa pleine floraison au XVIIIe siècle. » C’est Adrian Marino qui commence par ces propos son essai sur l’histoire de l’idée de « littérature européenne », écrit pour l’ouvrage collectif Précis de littérature européenne (3). Donnant un brillant résumé de l’état présent de ces études, il cite évidemment, le concept de Weltliteratur de Goethe qui stipule, par un dépassement des littératures nationales, une époque nouvelle, celle de la littérature universelle et celle de « l’Europe » et du « Monde » comme « patrie élargie ».
Ce concept souvent cité, la littérature universelle, remplit les fonctions d’un médiateur virtuel, assurant les liens entre les différentes nations, donc le commerce des idées, des biens spirituels. Cette littérature universelle, selon Fritz Strich, est un espace spirituel où les nations ne s’adressent pas seulement à elles-mêmes, mais aussi l’une à l’autre. En commentant les commentaires de Fritz Strich, le comparatiste roumain Tudor Vianu arrive à des conclusions anthropologiques et met en évidence un parallèle entre l’idée goethéenne de l’Urphlanze, plante originelle, et la littérature universelle, basée sur ce qui est humain, commun et originel (4). Ce bien humain commun et originel, remarque-t-il à juste titre, n’est pas donné, il est le résultat d’une évolution, il n’est pas la racine, mais le résultat de l’évolution de l’humanité. Il s’agit de l’une des formes qui deviennent sociales par leur capacité de constituer – former, structurer, pérenniser – les liens humains, même là où elles sont foncièrement individuelles et personnelles. Ce sont des formes mises en œuvre par ceux qui façonnent l’histoire comme texte et contexte dans lesquelles ce phénomène, ce bien humain peut être appréhendé et interprété. Sous cet angle, la littérature européenne apparaît comme un hypertexte qui, comme un palimpseste tributaire d’autres textes, écrit par-dessus d’autres textes, ne tente pas « de dissimuler ses origines » (en l’occurrence : nationales) (5).

Si la fonction fabulatrice produit des textes dont une partie se constitue en littérature, il s’impose de considérer cette capacité d’abord d’un point de vue anthropologique. Leur production littéraire demande à être examinée par une approche philologique et historique, sachant, en ce qui concerne cette dernière, que les textes littéraires, d’une manière virtuelle, sont toujours d’actualité, appartiennent au présent.
Dans sa Littérature européenne et le Moyen Age latin, Curtius fait la constatation que les travaux de philologie, notamment ceux consacrés aux littératures nationales, ont fourni des bases nouvelles à une nouvelle universalité (6). Mais on semble ignorer ces perspectives. Selon lui, l’ignorance est due à la fragmentation des études historiques. Si l’histoire de l’Europe n’apparaît que par des fragments dans les ouvrages et autres manuels d’histoire, elle est pratiquement absente dans le domaine littéraire. Les manuels d’histoire proposent une vision périmée de l’histoire, les philologies « modernes » se ferment dans leurs littératures nationales nées après les pressions exercées par Napoléon (7). Le romaniste allemand exige donc un changement radical pour rendre européenne l’image et la vision de l’histoire. La littérature européenne, écrit-il, c’est l’unité de sens qui ne peut rester qu’inaperçue si la vision est fragmentaire, si le regard n’englobe pas cette unité – unité du sens et de la signification à saisir, à déceler par le regard, lui-même unificateur, construisant ainsi l’objet que l’on appelle littérature européenne. Sans une telle perception comparatiste de la littérature, pour citer encore Curtius, il est impossible de cultiver, de préserver toute tradition européenne.
Dans cette tradition européenne, l’ouvrage évoqué présente le Moyen Age latin comme lien entre l’antique–méditerranéen et le moderne-occidental. André Gide l’avait « toujours sur (sa) table », et il appréciait la « si cordiale clarté » de l’auteur (8). En adoptant une telle clarté, il est plus aisé d’approfondir les réflexions sur la « res publica litteraria » et ses avatars, de la renaissance à travers la république des intellectuels (des hommes de lettres) des Lumières à nos jours autrement complexes (9). (Si la communication, notamment épistolaire, a tenu un rôle éminent dans son instauration, il est a noter que Leibniz, épistolier comme Erasme et Voltaire, auteur d’environ quinze milles lettres, et d’ouvrages en différentes langues, est décrit par Babits comme le « patriote » européen /10/.)
Les propositions de Curtius ont pour contexte l’entre-deux-guerres, période où l’Europe comme concept à reformuler hante les esprits. « Arrachée à sa torpeur, l’Europe comme concept se met à vivre en 1918 » – écrit dans sa monographie Pascal Dethurens (11). Il a examiné l’idée d’Europe des écrivains et des philosophes entre cette date, 1918, et 1950. « Se multiplient, dès 1918, les déclarations d’écrivains et de philosophes en sa faveur, ou en sa défaveur », remarque-t-il dans le chapitre consacré aux « fascinations singulières ». L’Europe « va d’abord être définie comme concept, avec toute la gamme qui va des réticences aux incertitudes et aux rejets (1918-1933) avant de susciter un mouvement d’adhésion massive à sa cause sans presque de partage (1933-1939), puis, au lendemain de la Seconde Guerre mondiale (1945-1950), un dernier examen qui a la valeur d’un bilan. Pendant quinze ans, elle fascine et donne lieu à des essais isolés ; pendant les quinze années suivantes, elle s’institue en des débats collectifs. Mais au cours de ces trois décennies, l’Europe résiste avant de céder à ses approches successives. L’enjeu, partout, est de déjouer l’indiscernable. » (12)

Parmi ces « approches successives » dont parle Pascal Dethurens, je retiendrais, pour compléter son panorama, deux – deux approches centre-européennes, hongroises, qui ne figurent pas dans son ouvrage. L’une de ces approches, celle de Babits, présente des analogies avec la position de Curtius. Ce poète, traducteur, romancier, essayiste, l’un des maîtres des lettres hongroises, a écrit l’histoire de la littérature universelle, donc, dans sa conception, comme, plus tard, dans celle de Kundera, de la littérature européenne (13). (En formulant des vues similaires, Kundera ne connaissait pas l’ouvrage de Babits ; les centre-européens, en se considérant, et à juste titre, européens, se tournent vers les européens politiquement « homologués », c’est à dire les « occidentaux », sans se connaître réellement entre eux, en exprimant des idées comparables qui mériteraient, pour une réelle approche de l’idée d’Europe, une analyse contrastive allant du philosophe tchèque Patocka par le poète-philosophe roumain Blaga à l’historien hongrois Hajnal.)
Dans l’introduction de son œuvre très personnelle, élaborée dans les années trente, Babits s’explique : au début, la littérature universelle était tout simplement la littérature, l’épithète n’apparaissait que très tardivement, quand les noms des différentes nations sont devenus des adjectifs collés à ce mot. La littérature universelle, aux yeux de Babits, représente l’esprit commun, vivant de l’humanité toute entière ; en faire le portrait est d’actualité, puisque les actualités mettant en avant la nation et les particularités nationales les rendent indispensable. Cette littérature universelle, en fait, est donc européenne. Pas dans un sens géographique, parce qu’elle avait été alimentée à ses débuts par des sources asiatiques et elle avait débordé, plus tard, vers l’Amérique. (14)
La culture européenne, écrit Babits, est née de cette littérature européenne, et elle a pour fondement la puissance de l’individu. C’est précisément le principe de l’individualité qui crée des liens, donne sa cohérence à l’humanité, tandis que l’esprit collectif la divise. L’être humain, pour Babits, « est un individu, une personne », « la littérature universelle est la littérature de l’être humain en tant qu’être humain ». Si quelqu’un veut écrire son histoire, il doit transcender les nations, et partir à la recherche de ce qui a un sens pour toutes les communautés. (Pour les aspects d’histoire sociale, il serait intéressant de faire une lecture contrastive de Babits et des travaux sur la civilisation « occidentale », des individus, d’un autre centre-européen, par ses origines, Norbert Elias, et de la grande histoire sociale élaborée par Istvan Hajnal /15/.)
La tradition littéraire universelle (européenne donc, ou : d’origine européenne) dans la conception de Babits est formée par les plus grands qui parlent tous « la langue de la littérature universelle » (indépendamment de leur appartenance nationale ou continentale), par conséquent une langue imaginaire qui peut prendre corps dans toutes les langues. L’universalisme, chez Babits, vient entre autres, et il le signale, de son catholicisme. (Et ce, pas dans un sens dogmatique, mais plutôt à la manière de T.S.Eliot et de ses conférences prononcées « sur la culture » à la fin des années quarante. /16/.) Mais, témoin de la révolution bolchevique en Hongrie, en 1919, et de sa répression fascisante, il était pleinement conscient de son appartenance au courant d’idées pro-européen et antitotalitaire. C’est ainsi qu’il a accueilli Denis de Rougemont dans sa maison d’Esztergom. Denis de Rougemont y est allé, à une quarantaine de kilomètres de Budapest, pour lui rendre visite et pour noter dans son histoire de « la conscience européenne à travers les siècles » : « l’Europe est beaucoup plus ancienne que ses nations », et elle a exercé « dès sa naissance une fonction non seulement universelle, mais, de fait, universalisante » (17).

La quête de la littérature universelle, de source européenne, est plus laïque dans le cas de Szerb, auteur d’une autre histoire de la littérature universelle, plusieurs fois rééditée depuis sa première parution au début des années quarante (18) . (Avant 1990, les rééditions ont été censurées, par ex. pour les chapitres sur la littérature russe du XXe siècle) Juif hongrois, Antal Szerb (1901- 1945) a été déporté et tué après l’occupation de la Hongrie par l’armée allemande en 1944. Auteur de plusieurs romans, dont certains pourraient être à proposer pour une lecture contrastive avec Le nom de la rose de U. Eco (notamment la Légende Pendragon, traduite en français), docteur ès -lettres, Szerb n’a pas pu obtenir un poste d’universitaire (en partie à cause de ses origines juives, en partie à cause de ses compétences littéraires hors pair, mais peu adaptées aux exigences agrégationnelles hongroises), d’où son autoportrait : « écrivain qui a pour sujet la littérature ». Ecrivain inspiré, pour « l’échafaudage » théorique, de Spengler, pour l’écriture, entre autres, par l’Italien de Sanctis, et surtout par les œuvres littéraires traitées. Ce qui fait que, par exemple, pour l’époque de la reine Victoria il note : elle était tellement pudique que l’on mettait des bas même sur les pieds des tables. Szerb parle toujours de sa littérature universelle, et des fois non sans émotion puisqu’il y a, dit-il, des choses dont on ne peut pas parler sans émotion, cela serait indécent, et la littérature est l’une de ces choses, humaines, fragiles, universelles.
Szerb fait une distinction entre « littérature mondiale », ce qui est écrit dans le monde à des différents endroits et en différentes langues, et « littérature universelle », celle qui est écrite pour le monde entier, accessible, au moins d’une manière virtuelle, à l’ensemble de l’humanité. Elle est la production des écrivains d’importance « transnationale », et elle est d’une « cohérence vivante ». Comme il a l’intention de donner une histoire des styles et des idées et de faire valoir une approche sociologique (ou d’histoire sociale), il lui est impossible de faire abstraction de l’ancrage langagier des œuvres, avec toute l’injustice que cela représente. Injustice surtout pour les petites langues qui, même produisant de la littérature universelle, sociologiquement n’y entre que traduites dans les grandes langues. Szerb écrit ainsi, en réalité, l’histoire des œuvres écrites ou traduites dans les grandes langues européennes (anglais, français, allemand, italien, espagnol, puis, pour certaines périodes, le russe, le polonais, les langues scandinaves), après celles composées en grecque, en latin, et, évidemment, la Bible. Auxquels il ajoute certaines œuvres traduites du persan et de l’arabe ayant exercé une influence sur la littérature « occidentale », synonyme, pour Szerb aussi, de la littérature européenne qui crée non seulement des œuvres, mais aussi des paradigmes, des œuvres canoniques, et des structures de réception.

Communication and representation in the construction of the European identity
A theoretical and empirical study on the elaboration of social representations
through mass-communication processes
Abstract: Our study deals with the issue of the rapport between what is conveyed through mass media and what is represented and organized socially in the form of social reality. The first part of our study focuses on theoretical aspects of this relation, by defining and explaining concepts such as mass-communication, social reality, social representation, cognition, imaginary, and social identity, along with trying to understand the specific relation between these concepts. The second part aims to present and briefly reproduce some of the conclusions of one of our studies on European identity, in close relation with the issue of the way in which social representations are constructed from the initial message of the sender with the affective, cognitive and imaginary participation of the receiver.

1. Introduction
This study aims to deal with the process through which acts of mass-communication produce social representations and to show (based on a case study) how this process is determined by the projective involvement of the subject and the group in the construction of social objects. The implicit assumption of our work is that the fundamental function of human communication is to generate a unified, consistent and coherent social reality that can be used collectively as a mental framework for social practices[1]. Thus, we understand communication (and especially mass-communication) as a psycho-social process of construction of meaning[2], a process by which material objects are transferred into the social world and transformed into social objects that have a significance and that are able to sustain salient relationships with other objects[3]. This can never be a strictly objective process, for all meaning is a social representation that has already assimilated throughout its elaboration the cognitive schemas and phantasmatic products of the collective and individual psyche[4]. The distance between the conveyed object (that we can also call “object in communication) and the represented object (or the “object in representation”) is therefore the inescapable result of a universal projective mechanism that makes every subject attribute to the real object his/her own phantasms, desires, anxieties, as well as the idiosyncratic aspects of his/her own relationship with it. Between communication and representation, there is always the imaginary participating in the construction of a meaning that can never be wholly attributed to cognition, logic and reason. Mass-communication is the process most likely to become subject to phantasmatic activity, and its products – social meanings, generally labeled as social cognition that is organized as a hyper-complex system of social representations[5] – will always bear the mark of this sinuous path that leads alternatively to the conscious and the unconscious, to cognition and phantasm, to the real and to the imaginary.
2. Mass-communication[6] and the construction of social reality
Our contemporary society is fundamentally marked by an excess of differences, perspectives, opinions and orientations. Interest groups, pressure groups, political parties, civil society organizations, academic and scientific communities, union trades, international organizations, VIP’s and stars, they all try to catch the public eye by putting on a huge media show that seems to have reached a point of unprecedented variety, beyond which it is very hard to conceive any further expansion. The differentiating and, sometimes, segregating vectors acting upon the social body are nevertheless counterbalanced by a series of mechanisms specific to processes of mass communication; these processes have the quality of leveling differences, unifying opinions, enforcing the status quo and validating a consensual vision of the world[7]. The mass-media paradox is based in this specific tension between the principles that found it (the democratization of public discourse by extensive access to communication for different actors of social life and by increasing availability in relation with ever more numerous categories of publics) and the effects of its functioning (the leveling of opinions and interpretations of reality). Born out of diversity the media eventually produces uniformity, but we can, lately, notice that the media itself becomes more and more segregated, thus mirroring the groups that it specifically targets and reproducing in great detail their own radical differences.
The mass media and the acts of mass-communication that it initiates are beyond doubt the most powerful agents of social reality construction. The pressure the media place on the way we perceive and conceive reality, on the way we think and act is tremendous[8]; the vision according with which the media would reflect (i. e. re-produce) reality as a perfectly neutral and unbiased mirror has long ago been assigned to epistemological naivete; researchers, as well as producers, transmitters and receivers of “symbolic contents” conveyed through mass-media have all convened that none of the actors involved in these symbolic transactions is either passive, or perfectly objective[9]. Each act of human communication has a transactional character, which implies that it involves both the sender and the receiver, and allows the elaboration of a message that would never be identical to the one intentioned by the sender[10]. Therefore, social reality is structured somewhere between the sender and the receiver, in the incessant exchange of messages, through successive actions of interpretation and correction of perceptions, on the basis of coding and decoding mechanisms, and even by the means of co-evolution and mutual adjustment of significance-symbolizing systems. It is certain that models such as press agency and public information (vs. bilateral symmetrical and asymmetrical ones) are more adequate for the description and explanation of mass-communication processes[11]. However, almost all models mentioned above ignore the fact that the subject who receives the message expresses himself/herself and translates his/her own attitudes in behaviors and actions even when he/she is not explicitly or officially invited to do so by the sender. Thus, the receiver’s participation in the construction of the message is not a process that needs the sender’s approval in order to take place; human subjects are, by their very nature, interpretative, constructive and creative. Irrespective of the sender’s intentions and interests, the receiver will always have something to “say”; he/she will always react with the fibers of his/her affect to the messages that are transmitted, and his/her imagination will always complete and supplement the version of reality offered by the communicator, no matter what degree of credibility or authority this one possesses.
3. The structure of social reality: social representations
Denise Jodelet[12] systematically exposes the fundamental theses over which there is a widely distributed consensus between researchers in the field of social representations and we will further on reproduce these postulates, as they will also be the postulates of our study:
a) social representations are a form of knowledge, socially elaborated and shared, having a practical function and concurring to the construction of a common reality for a given social entity;
b) as systems of interpretation governing out relation with the world, social representations orient and organize our social behaviors and communications;
c) social representations intervene in processes such as spreading and assimilation of knowledge, individual and collective development, personal and social identity defining, group expression and social change;
d) social representations involve the social belonging of individuals, with its affective and normative implications, with the internalization of experiences, of practices, of models of action and thought, socially determined or transmitted through social communication;
e) social representations are at the same time products and processes of a social activity of reality comprehension;
f) there is no (social) representations without an object of representation;
g) social representations replace the object, make it present when this one is absent, substitute it and symbolize it;
h) social representations have a constructive and creative character, having a part of subject-expression and one of object-interpretation;
i) social representations are based on the correspondence between the forms of social organization and communication and the types of social thinking, with their categories, operations and logic.
These postulates outline a theoretical and conceptual framework that we broadly accept and agree with; however, this does not exclude our separation from or doubt on some of the ideas expressed above. For example, we think that the concept of social cognition needs reinterpreting and a more intense capitalization on the role that the social imaginary plays in its structure and dynamics. Thus, we consider that, first of all, knowledge is not obtained exclusively by means of perception and thinking, but also through imagination (with all its forms), which calls for a redefinition of knowledge and cognition, based on a more phenomenological approach rather than on a positivistic one. Considering all this, we give the following definition: “Social representations are systems of knowledge achieved and constructed through reflection, interpretation and imagination of reality, shared by a social group and elaborated in the act of social communication by its members. In other words, they are ways of structuring, organizing, processing and communicating the social knowledge that contributes to and conditions the definition of social reality and each human subject’s access to it” (Enache, A., in press). Social representations are not only social-cognitive constructions and cannot be limited to the study of “social thinking”[13]. Through system of knowledge we understand a system through which the social group produces information. The species of information production (reflection, interpretation, imagination) can be rational, as well as irrational, conscious, as well as unconscious, governed by thinking or by intuition, based on reproduction of reality or on the re-creation/imagination/anticipation of it. Therefore, cognition[14] and phantasm[15] will be the two most likely and also most contradictory ways of information production in relation with a social object; their part in the construction of social representations can, of course, vary with individuals and groups, depending mostly on cultural aspects, but they will never act entirely alone.
4. The role of the imaginary in the construction of social reality
“The imaginary is a central concept for the analysis of human individual and group behavior. A poignantly intellectual philosophical tradition imposed the idea that humans are rational beings, whose actions depend on logical mechanisms that can be reduced to intelligible diagrams. Or, this myth of absolute reason does not describe reality, but rather an ideal, an anthropological utopia. In order to understand, anticipate and eventually influence and determine individual and collective conducts, one should first look closely at people’s unconscious motivations, imaginary and symbolic contents, emotional experiences and so on. The research on the imaginary thus comes to compensate this major shortage in European philosophy and psychology”[16]. This “defect” is attributed by Culianu to the major religious but also cultural processes of the Reform and the Counter-Reform; in his book Eros and Magic he shows how these ideological transformations of the Western society lead to a massive repression of phantasmatic processes and products[17]. The rigor of the Reform had a direct impact on scientific discourses and procedures, so that, if the Renaissance managed to consecrate magic and imagination as privileged means of knowledge, the Reform managed to inverse this tendency and impose the belief that these were evil and improper to be used as tools for science. In a similar way, Gilbert Durand shows how the imaginary comes to derision because of its closeness to another “disliked” concept – the one of image, that, in the context of radical iconoclastic Western ideologies (among which the Reform holds a high rank), comes to be equaled with the one of imaginary[18]. Being conceived of as a sum of images, the imaginary could never compete with the prestige and authority of rational, systematic, positivistic knowledge or with the nobility of concepts, ideas and judgements. The cognitive dimensions of social representations has thus come to enjoy great popularity among scholars and researchers who favored this culture of radical rationality and systematically discouraged all interest for other aspects of the human psyche[19]. This can also be attributed to the difficulty in studying and researching practically the phantasmatic (and mostly unconscious) dimensions of our life. Still, a major role in this is being played the prevalence of the social-cognitive psychology paradigm in the field of general contemporary social psychology. Let alone these aspects that refer to particular orientations and schools, we feel compelled to underline the fact that there is a strong need for the reassessment and the capitalization of already classical achievements of psychology; one of these (now indisputable) theoretical accomplishments is that our psychic life is double-faced – on the one hand, there is the conscious experience, and, on the other hand, the unconscious activity of our mind that we cannot deal with directly, but which is however responsible for a great part of our experience and behavior. Each representation is a mixture of image and concept, of conscious elements (prevalently cognitive) and unconscious ones (prevalently phantasmatic). However, we do not intend to suggest that there is a perfect overlapping between the conscious and the cognitive, or between the unconscious and the phantasmatic (cognitive psychology mentions unconscious dysfunctional cognitions, subliminal perception, and Freud classifies, as we have seen, phantasms in conscious, unconscious, and original; thus, we can only speak of phantasms being prevalently unconscious and cognitions – prevalently conscious, but even such claims should be made with great reserve and be submitted to scientific inquiry). We are, thus, in the apparently paradoxical situation in which the concept of social or collective imaginary knows its hay-days in social sciences, with the sad exception of psychology, the very field from which it received its first scientific arguments.
There are, still, some exceptions: Claire Belisle, for example, states the following: “The participation in the social life of some institutions, organizations and groups determines in the individual a (often phantasmatic) image of the world, giving birth to a thematic structure that is being “nurtured” by the motivational (instinctive and impulsive) energy of the person. This image, having many figurative elements, incorporates of course previous perceptions, but also the affective impact of the moment, the social-cultural imaginary, as well as the mirror-like reflection of present data”[20]. This type of theoretical approach mentions aspects of pulsional, affective and phantasmatic nature as elements of social representations. Similar ideas appear in the work of someone we could name an “orthodox” in the “continental” study of social representations: Adrian Neculau writes that ”the symbolic world is still little conceptualized, and especially its affective and imaginary dimensions. This world embraces phantasms, unconscious structures, and emotional emanations, inhibited conflicting pulsions, repressed desires. The imaginary is interpreted today as an alternative to the real world, a mentally constructed world that often opposes the concrete, the palpable one, thus doubling the real image. Fracturing the Ego, deriving an ideal sequence from a real one, the imaginary re-thinks, re-assembles reality, and suggests a new strategy for information treatment: through closeness and distance at the same time, and through a novel interpretation in order to access meanings”[21]. In the same text he claims that “the process of representation has two principal dimensions – an ideological and an imaginary one. The latter is the one that contributes to the stimulation of psychic energy, to the preservation of “production”, to the maintenance of desire, introducing a separation from reality or idealizing it in order to make it supportable. The social imaginary is an account of the way in which social representations are based in individual affect while working in accordance with an internal logic and observing its rules”[22]. Jodelet, when referring to the multiple domains in which the concept of social representations is used at present, as well as to all those fields of study from which it can benefit of conceptual clarifications and methodological borrowings, seems to admit that a psychoanalytical approach of the subject is also highly recommended (although, of course, not exclusively): “As Kaes, Chombart de Lauwe and Feuerhahn show, one can distinguish the play of individual phantasms and that of the social imaginary in the production of representations, which clearly leads us to psychoanalysis”[23]. Strangely enough, even the psychosocial carrier of the concept of symbol has gained in notoriety only lately, in the last decades, because of the re-launch and the explanation of the concept of social imaginary. “The imaginary, thinks the French historian Le Goff, occupies a wide portion in the space of representation, extracts its sap from the symbolic, relates closely with the ideological, but it is more than that. The imaginary includes the mental productions (mostly the productions of the collective mind), as well as the iconic and written ones, publicly expressed or internally preserved, and requires the research of the origin and the profound nature of human beings, the in-depth knowledge of social consciousness and its historic evolution”[24]. The psychoanalytical literature seems to be still the most probable domain of the recuperation of individual and group phantasmatic life (see Florence Giust-Desprairies, Didier Anzieu, Rene Kaes[25]); but these authors still ignore the fact that mental life and social dynamics cannot be wholly attributed to the unconscious, and that they heavily rely on reason and thinking capacities of human beings. Thus, these two sides of social representations call for an equal consideration: the present psychological orientations (the social cognition and the psychoanalytical one) seem however rather unprepared for such a great paradigmatic shift.
A conclusion that almost imposes itself on us after the presentation of the above-mentioned theories is that the imaginary exists; in order to say something more than this, in order to speak of its nature, dynamics, structure and functions we need to study it in its phenomenological hypostases. To this aim, we will refer to a case study that takes as an object for research the European identity, its communication and its social representation.
5. European identity: a value-based definition
A vast scientific literature, but especially the public discourses of the “center”[26] accredited the idea that the most efficient, operational and accessible way to define European identity is the one based on values[27]. Far from being an achieved concept or at least one relatively exhaustible in a systematic description, the European identity is a concept in full process of being constructed and also a process that, as Wintle points it out[28], is active on the top-down process, as well as on the bottom-up one (although significantly more on the former). The stake is not at all easy to neglect: the very wide and enthusiastic objectives of the EU and the complexity of its administrative bodies meant to ensure their achievement cannot entirely rely on formal mechanisms, no matter how efficient they may be. The EU has, at present, a flag, an hymn, a Europe’s day, a project for a Constitution, a Parliament, a huge legislative literature called aquis communautaire, common objectives and strategies for all members who seem to be dedicated to the idea of turning Europe into a space of prosperity, security, peace, law, freedom, democracy and observance of human rights[29]. However, all these values will never get to be translated into concrete attitudes and behaviors unless they are to be supported by an adequate cultural infrastructure; at the same time, an identity thus defined risks to never be actually able to know its own limits – the universality of the values it rests on invalidates their use in a local or regional political discourse and makes it almost impossible to argue why these values should be European and not global. Despite all this, it seems that such a “valor-cultural” definition of European identity is (at least meanwhile) the best solution in order to sustain not only ideologically, but also practically the premises and consequences of contemporary multiculturalism.
6. Conveyed identity – represented identity[30]
We have seen above which are the main valor coordinates of European identity, as they are mainly communicated by the political and administrative center of the EU. Further on, we will focus on the outlining of a conceptual framework for identity construction that would permit us to explain the role the imaginary plays in the elaboration of this specific type of social representation.
Social identity is based on a double belonging of the individual – to the formal group and to the psychosocial one. In order to distinguish between the two we have chosen the terms of formal belonging, that depends on a process of cognitive identification, and psychosocial belonging, depending on a process of phantasmatic identification. The formal belonging can be validated or established by applying a simple formal criterion (usually the logic criterion for the categorization of different individuals into a certain group), while psychosocial belonging is “established” by each and every member of the group in their turn, for themselves and for the others. This type of belonging is strongly marked by the emotional involvement of the individuals with the group and with other members. The process of cognitive identification allows an individual to know if he belongs or not to a certain formal group (a Romanian will know he/she is a Romanian because of his/her citizenship), while the phantasmatic identification allows an individual to feel more or less as a member of a certain group, with its characteristics, and prescribed behaviors, attitudes and attributes (a Romania can, from a psycho-social point of view feel more or less Romanian, or, sometimes, even not at all). In our specific case, we can say that, formally, to be European means to inhabit one of the states historically thought to belong to Europe. Psychosocially, instead, to be European means a lot more. The characteristics and attributes specific to the members of this social group are elaborated in the form of a social representation that has, in its turn, a peripheral and a central structure. The central structure of this social representation is precisely what we have called social identity. And if we remember what we have discussed in the paragraphs dedicated to social representations, we will see that on the basis of this social identity one cannot operate radical inclusions and exclusions, for social identity does not express what is de facto European, but rather an ideal model (what it should be or what we would like it to be) of being European.
We could say that, if formal identity is established at the level of the Ego, the social one is decided at the level of the Ideal Ego. A major consequence of this is the fact that the process of identification will operate mainly in the sphere of formal belonging, while the psychosocial belonging will be constructed prevalently through projections (Tajfel and Taylor, instead, two of the major researchers in the field of social identity only discussed identification with the group in social identity building). This double identitary rapport that the individual has with the group he/she belongs to is the source of phantasmatic productions involved in any construction of representations of this type.
7. The European identitary repertoire: phantasm and cognition
Our empirical study of European identity followed a content analysis methodology applied to a verbal material that we have obtained through a free associative experiment with three words: European, Europe and European Union. The content analysis was made by placing the verbal associations thus obtained into one of the 36 categories that expressed in the form of bipolar dimensions the final and instrumental values of Rokeach for a similar population in terms of age[31]. We have thus obtained a broad image of the social representations of these three social objects, in terms that values that are salient for each of them, in terms of positiveness of the representation, prevalence of concepts vs. images and phantasms vs. cognitions, as well as in terms of central vs. peripheral elements of the representation. Our results showed that there are significant superpositions between the three social representations, but also some major discrepancies that seem to draw a separation line especially between Europe and the EU in our social representations. In this case, we could say that the issue of European identity is no longer “Does it exist?”, but “How congruent are the social representations of objects that it is founded on and which of these objects is most salient today for what we call European: Europe, the EU or Europeans themselves?”. However, our study also showed that values are very “active” in relation with these three objects (a very small percentage of words obtained through free association could not be attributed to any of the Rokeach valor categories). The differences mainly emerged on the dimensions of freedom, intellectual openness, power and civilization. Moreover, there are also differences in the degree of positiveness of these representations: the Europeans benefit from a highly positive image, Europe follows them close, but the EU seem to have something of a deficit, although we are referring to a population that is renowned for its consistent Euro-optimism. Thus we come to face a rather strange situation in which the most active vehicle of European consciousness and identity – the EU – is also the least probable to be able to sustain the assimilation of values that it claims to be at its basis and that it promotes with great impetus as the nucleus of its identity. Our results show a clear tendency to outline the EU as an economic and political entity that loses the cultural and intellectual relevance of Europe. At the same time, being a very complex and complicated administrative body, the EU also attracts negative representations strongly associated with the idea of bureaucracy, norms, rigid rules, standardization, limitations, and restrictions. On the contrary, the European is free (a central element), open to novelty, to change, modern and transforming. Europe’s position is, from this point of view, somehow strange: while being a space culturally marked by tradition and conservatism, it still manages to stay open towards the new and allows the innovative capitalization of a cultural background that it preserves fairly well. Although the stress on the past is pretty strong, Europe is perceived as an open intellectual environment and one very prone to change. However, the central element for all the three social representations is “true friendship”; a much more adequate word for this social level of analysis would probably be “solidarity” – and this value seems to be the core of all three social representations, the basis of the European construction, as well as its foremost resource. But, strangely enough, when it comes to Europeans they are not perceived as being particularly friendly! Moreover, given the fact that Rokeach’s classification of values lists “true friendship” as a final value, in the second level of associations we obtained mostly words that were connected with instrumental values of “power” and “help”; this, of course, makes us wonder what is the relation between the final and the instrumental values and, more precisely, if the final one does not play an instrumental part in relation with the other two! We have here again the emergence of material (economic) motivations in relation with the European space, a tendency that has already proved to be extremely detrimental to the European project as a whole (social support functions only as long as the financial benefits of being a member are satisfying enough, while economic crises stimulate a rapid increase in Euro-skepticism). Even in such a context, it is not without importance that the first level associations are in the zone of the final value of solidarity (true friendship).
Other significant aspects are connected in our opinion with the social representation of the European and the EU on the dimension “comfort”- hedonistic vs. stoical (the former being perceived as hedonistic, associated with loisir activities, travelling, comfort searching and high spirits, the latter being associated with work, effort, obligations, responsibility and tasks). Two major communication failures (considering the “ideal” European identity suggested by the official discourses) are the ones regarding the elements of peace and security. These values are either inactive or very little activated when it comes to any of the three social objects. We also noticed that religious values are almost inactive in the representation of the EU, and only slightly activated – in their “Catholic” version – when it comes to the representation of Europe.
Another extremely interesting aspect of our study is that it finally lead us to the conclusion that there is a certain type of role-distribution between the three social representations: the way the attributes are attached to each of the social objects investigated are very similar to the way roles and their specific characteristics are attributed to the members of the nuclear family: mother, father and child. We noticed that there is a tendency to associate the behavioral and psychological profile of the European with that of the child (by the stress placed on freedom, hedonism, openness to novelty and change); Europe is very close to a classical maternal imago, by its anchoring in the past, its indifferent relation with the issue of freedom, the powerful focus on tradition and stability; the EU takes part in this family scenario in a rather predictable way, by assuming the attributes of paternal authority, power and the economic function, traditionally associated with pater familias. However, if for a psychologist this distribution of characteristics and roles can look interesting and invite to some further (psychoanalytical or not) research, for the one who is primarily interested in the European issue, such a diagnosis is not too much of good news as long as we concede that European identity, its strength and endurance, are strictly dependent on the degree of convergence between the social representations of objects that it is founded on.

[8] This kind of influence was evidenced by the theories of indirect influence (DeFleur, 1999, p. 170-185), which focused on the long-term effects of exposure to different types of messages transmitted through mass media. A theory that also allows a major place for the role mass media has in the construction of social reality is the theory of the magic bullet
(posthumously thus named by Schramm, in an article that appeared in 1971), but which in time lost its popularity because of its radicalism and reductionism.

[15] “In a broad sense, the term of phantasm defines imagination, but it has been used in psychoanalysis, where it received a special status – that of scenario for the accomplishment of an unconscious desire involving defensive mechanisms. The term indicates scenes with a different psychological status that relate to one another and form the privileged object of psychoanalytical investigation. Les valeurs du projet de Constitution peuvent-elles fonder un imaginaire européen ?*
Do the Values Embeded in the Project of Constitution support a commun European Imaginary?
Abstract: Among the texts laying the political foundation of Europe, the Draft Treaty establishing a Constitution for Europe is no doubt a remarkable exposé of the values, concepts and references forming its ideological cornerstone. Its recent rejection by the French and the Dutch, however, raises an essential question: will the values that the text promotes as its foundation, really suffice to create this communal identity so much sought after? To answer that question, we have applied to the draft Constitution a semantical, historical and even anthropological method of analysis, with a view to revealing the values, conceptions, hopes and expectations of its authors, and thus comprehending the imagination, or imaginaire, of the European political elite. The scope and limits of this imaginaire, in other words its actual capability to coalesce the consciences and willingness of the citizens of the Union, are the subject of this paper.

Animé d’un enthousiasme qui fait défaut à bien des dirigeants ou penseurs européens, l’économiste américain Jeremy Rifkin annonçait récemment, peu avant le débat public autour du projet de constitution de l’Europe, que le fameux « rêve américain » serait en voie d’être supplanté par le « rêve européen » : une nouvelle vision pour le futur de l’humanité, un nouveau modèle porteur d’espoir pour le monde globalisé du XXIe siècle[1]. Interrogé sur les différences qu’il voyait entre ces deux projets de société, il estimait qu’elles procédaient essentiellement d’un choix ou d’une articulation différente des « idéaux collectifs » qui font l’unité d’une société humaine, autrement dit des valeurs transmises à ses membres. Le rêve américain naîtrait d’un concept de la liberté poussé à l’extrême, alors qu’un Européen placerait davantage d’accent sur la sécurité.
Même si les termes de l’opposition esquissée par Rifkin sont assez simplifiés, il n’est pas sans intérêt de s’interroger sur les rêves et les valeurs qui se trouvent à l’origine ou à la base de la construction de l’Europe politique. L’actuel débat autour de la future Constitution européenne permet de recentrer l’analyse autour d’un texte qui se veut fondateur, et dont on peut se demander quelle est la part de rêve collectif qu’il exprime. Concrètement, les récentes difficultés rencontrées par le processus de ratification invitent à se demander si les valeurs inscrites dans ce projet constitutionnel traduisent les aspirations profondes des populations européennes, ou si elles ne font que refléter l’imaginaire des rédacteurs du texte.
La dimension imaginaire d’une constitution
En tant que charte de référence d’une collectivité politique, une constitution qui se veut démocratique doit répondre aux attentes, conscientes ou non, des populations qu’elle entend régir. Il faut qu’elle suscite, au moins tacitement, l’adhésion populaire par ses dispositions concrètes, mais aussi – et on a un peu tendance à l’oublier – par les principes et les idéaux dont elle se réclame et par les symboles qui s’y réfèrent. La raison en est que les besoins des citoyens ne sont pas uniquement tangibles ou matériels, même si cet aspect paraît essentiel. Il vient s’y greffer une composante imaginaire, qui est naturellement beaucoup plus difficile à cerner et à formuler. De plus, elle ne coïncide pas forcément avec les idéaux et les projets que les élus et les fonctionnaires ont imaginé pour leurs administrés.
Pour cette raison, le projet de Constitution européenne[2] est l’un des documents les plus à même de révéler les valeurs et les références symboliques censées constituer le socle idéologique de la nouvelle Union. Son Préambule en particulier fait référence à des valeurs qui appartiennent indubitablement à un fonds culturel commun, élaboré tout au long de l’histoire du Vieux Continent. Une lecture attentive révèle toutefois que la formulation de ces valeurs, ainsi que leur traduction en prescriptions concrètes, résultent de considérations dans lesquelles l’imaginaire des rédacteurs, lui-même lié à des langues[3] et à des systèmes de référence différents, occupe une place non négligeable.
Il n’est donc pas hors de propos d’appliquer à ce texte une méthode d’analyse sémantique et historique, voire anthropologique, dont le but est de révéler les valeurs, les conceptions, les espoirs et les attentes de ses rédacteurs, et à travers eux de reconstituer l’imaginaire de l’élite politique européenne[4]. La portée de cet imaginaire, et ses limites, autrement dit sa capacité à agréger les consciences et les volontés des citoyens des Etats de l’Union, constituent la véritable toile de fond de cette analyse.
Notons bien que les obstacles rencontrés par le processus de ratification du projet constitutionnel, qui sont susceptibles de le rendre caduc, n’enlèvent rien à la dimension imaginaire ou projective de ce texte : ils montrent tout au contraire que l’exposé des valeurs «européennes» et des principes qui en découlent a mal coïncidé avec les véritables attentes des populations, particulièrement celles des Français et des Néerlandais consultés par référendum. De simple formalité parlementaire, la ratification est devenue un processus difficile où se mêlent craintes populaires et réactions émotionnelles négatives, que les rédacteurs du projet n’avaient de toute évidence pas anticipées. La question de l’assimilation, par les populations concernées, des valeurs et des principes affichés dans la Constitution européenne est donc plus actuelle que jamais.
L’insaisissable « peuple européen »
Depuis la charte américaine de 1787, toute constitution démocratique est formulée au nom du peuple souverain qu’elle entend régir. Ce dernier est généralement mentionné dès la première phrase du préambule, que l’Etat en question se veuille fédéraliste ou unitaire, qu’il fasse ou non une place à la divinité[5].
Or il n’est pas besoin de pousser très loin la lecture du projet de Constitution européenne pour en remarquer la singularité première : l’absence de référence explicite au peuple souverain, si ce n’est indirectement dans la citation de Thucydide en exergue[6]. Mis à part ce renvoi quasi-mythique, et l’article 2 citant la démocratie comme valeur de l’Union, le corps du texte se réfère à des « citoyens » et à des « habitants ». De fait, les véritables parties contractantes de la Constitution sont les représentants des Etats membres (ce qui a conduit certains juristes à affirmer qu’il ne s’’agit pas d’une vraie constitution, mais d’un traité entre Etats). Par conséquent, le « peuple européen » n’apparaît pas comme une collection de citoyens en chair et en os exprimant leurs suffrages, mais comme une entité collective reculée et relativement floue, censée avoir confié aux Etats le mandat d’adhérer au grand dessein de l’Union[7]. C’est comme si les rédacteurs du texte, embarrassés par cette notion de « peuple européen » avaient postulé son existence sans en proposer de définition culturellement et politiquement claire (et donc sans cadre historique et géographique défini) ; la seule finalité de l’exercice étant de légitimer la signature des Etats.
Il est certes difficile de cristalliser cette entité complexe, et à tout prendre multiple, qu’est l’Europe, dans une définition consensuelle. Autant l’existence d’un héritage culturel commun semble aller de soi, autant sa définition soulève des difficultés insurmontables. Tout d’abord, l’histoire et la réalité de l’Europe actuelle peuvent être perçues très différemment selon les pays qui la composent; ensuite, il faut pouvoir faire évoluer cette définition à mesure que l’Union s’élargit à de nouveaux membres, donc tenir compte des nouveaux peuples qui aspirent à s’y intégrer, sans en exclure par ailleurs les immigrants. Ce principe de non-exclusion culturelle, politique, religieuse et bien sûr ethnique rend difficile, sinon impossible, toute définition positive de l’« européanité ».
Il n’en reste pas moins que cette incertitude a conduit les rédacteurs du projet constitutionnel à centrer leur texte autour des seules valeurs qui seraient communes à une entité européenne jamais définie, bien que cernée par une formulation plurielle[8]. On peut parler à ce propos de véritable déficit sémantique.
Une « Europe des valeurs » ?
A priori, toute constitution est une cristallisation des valeurs fondamentales de la communauté politique qu’elle entend instaurer et régir. Il n’y a donc rien d’étonnant à vouloir fonder l’entité européenne sur des valeurs, et particulièrement démocratiques, ni au fait de donner à ces valeurs une portée normative.
Cependant, dans le cas de la Constitution européenne, le procédé a été poussé jusqu’à son extrémité logique. Encore marqués par l’expérience de la guerre et des divisions idéologiques, les auteurs du projet n’ont assurément guère été tentés de recourir à des références historiques ou culturelles pour définir les contours du « peuple européen ». Méfiants envers la nation et les symboles identitaires, et de surcroît enfants d’une solide tradition laïque, ils se sont contentés d’une formule peu contraignante, dépourvue de toute référence à une tradition ou à un territoire particuliers, et moins encore à un mythe fondateur quelconque.
« Conscients que l’Europe est un continent porteur de civilisation ; que ses habitants venus par vagues successives depuis les premiers âges de l’humanité, y ont développé progressivement les valeurs qui fondent l’humanisme : l’égalité des êtres, la liberté, le respect de la raison », affirme ainsi le Préambule.
L’article 2 énonce les valeurs sur lesquelles l’Union entend se baser et trouver sa propre définition :
« L’Union est fondée sur les valeurs de respect de la dignité humaine, de liberté, de démocratie, d’égalité, de l’Etat de droit, ainsi que de respect des droits de l’Homme. Ces valeurs sont communes aux Etats membres dans une société caractérisée par le pluralisme, la tolérance, la justice, la solidarité et la non-discrimination »[9].
Même si elles ont été forgées en partie en Europe, ces notions abstraites n’ont rien de spécifiquement européen : ce sont des valeurs universelles, qui peuvent être reconnues et revendiquées au-delà du Vieux Continent, ou qui ont en tout cas vocation à l’être. Au lieu d’une délimitation géographique, le préambule décrit l’Europe comme un espace privilégié de l’espérance humaine, donc un espace abstrait ; encore peut-on être sûr que certains y verront une marque de suffisance européano-centrique !
Reste qu’il est difficile de ne pas donner raison à Václav Havel lorsqu’il affirme qu’« il y a des valeurs plus élevées que les frontières d’un Etat ». Mais il n’est pas sûr qu’une entité politique supra-nationale puisse se fonder sur les seules valeurs de la pure raison, en faisant abstraction de tout sentiment d’identité collective. Comme l’a écrit Cornelius Castoriadis, l’institution de la société ne peut séparer l’imaginaire du réel, « car c’est dans l’imaginaire que le réel se façonne, se prépare et, surtout, qu’il se crée »[10].
Une Constitution palimpseste
Dans l’énoncé de ses valeurs de référence, le projet de Constitution évoque plusieurs systèmes d’idées et de représentations qui se sont superposés au cours de l’histoire européenne. Dans l’espèce de palimpseste qui en résulte, on peut déchiffrer plus ou moins clairement les tentatives successives de la civilisation européenne de formuler les codes de la vie en société. Cette idée de vagues successives, affirmée dès la première phrase du Préambule, donne ainsi à la notion cardinale d’humanisme une acception particulièrement large.
En effet, l’« humanisme » dont il est question est moins le mouvement culturel qu’a pu symboliser la figure d’Erasme, au tournant des XVe et XVIe siècles, que le mouvement de pensée qui, selon l’Académie Française, « prend l’homme pour fin et valeur suprême, qui vise à l’épanouissement de la personne humaine et au respect de sa dignité » – sans que l’on sache d’ailleurs a priori si cet homme est l’individu contemporain largement émancipé des contraintes envers ses semblables, ou s’il demeure soumis à la raison collective chère à Rousseau et à la Révolution française. Toujours est-il que sa prééminence souligne le caractère laïc de la société européenne à créer.
On peut, pour l’exercice, se divertir à reconstituer les strates historiques de ce palimpseste constitutionnel, certaines relativement apparentes, d’autres beaucoup plus discrètes, voire seulement implicites. À ces dernières appartiennent de toute évidence les allusions à l’humanisme au sens propre (qui consacre la libération des esprits du dogme), au droit des gens, codifié au XVIIe siècle, mais dont les premiers éléments remontent au droit romain (notions de peuple et de liberté), enfin aux pratiques médiévales des franchises, et au juridisme des monarchies d’Ancien Régime. Allusive également la référence à l’Antiquité grecque, manifestée par l’exergue empruntée à l’historien athénien Thucydide, que nous avons déjà mentionnée.
Aux références plus apparentes appartiennent les Lumières du XVIIIe siècle, porteuses de progrès scientifique, de raison comme entité sublimée, et de l’idée, formulée en introduction, de l’Europe comme continent porteur de civilisation. À la Révolution française se rapportent les références à la liberté, à l’égalité et à la solidarité, version modernisée de la fraternité. Des Etats-nations du XIXe siècle subsistent le cadre constitutionnel avec la séparation des pouvoirs, la notion même de constitution, le pluralisme, le suffrage et l’éligibilité universels, et l’idée que les peuples européens peuvent malgré tout rester fiers de leurs identités et de leurs histoires nationales[11].
Mais c’est avec le libéralisme capitaliste et la social-démocratie que l’on pénètre véritablement au cœur des valeurs contenues dans le projet de constitution européenne. Il déclare en effet les vertus de la liberté d’entreprise et de la libre concurrence en prévoyant la création d’un marché unique où la concurrence est libre et non faussée[12]. Ceci ne l’empêche pas d’affirmer par ailleurs le droit à la protection des travailleurs, à la sécurité sociale, le souci du bien-être de toutes les personnes, le progrès social, la tolérance et la justice sociale.
L’imaginaire de l’Etat-Providence facteur de sécurité, que Jeremy Rifkin juge si caractéristique de la mentalité européenne, est donc appelé à une difficile coexistence avec les principes de l’économie de marché, dont les valeurs positives de libre entreprise et de responsabilité individuelle sont aujourd’hui volontiers assimilées, sous les étiquettes dépréciatives de néo-libéralisme ou de mondialisation, à la compétition effrénée, au dumping salarial et aux suppressions d’emplois. Ce conflit des imaginaires entre sans doute pour une large part dans les facteurs de l’échec du processus de ratification en France et aux Pays-Bas.
Paradoxalement, la volonté de promouvoir la paix[13] et la nécessité pour les pays européens de dépasser leurs anciennes divisions et unis, d’une manière sans cesse plus étroite, à forger leur destin commun[14], ne semble pas suffire à garantir l’adhésion au projet des jeunes générations, censées plus pacifistes. Il est vrai qu’elles n’ont pas connu la guerre et semblent voir dans l’élargissement rapide des frontières orientales de l’Union plutôt un facteur d’instabilité économique, voire d’insécurité, et une menace pour les acquis sociaux. La fin des «Trente Glorieuses» dessine pour eux un avenir beaucoup plus sombre que pour leurs aînés, qui coulent parfois des retraites heureuses le long des côtes méditerranéennes et pour qui les euro-compatibilités offrent autant de commodités supplémentaires[15]…
Enfin, l’inventaire des valeurs proclamées « européennes » par ce projet ne serait pas complet sans un ensemble de références aux mouvements sociaux de ces dernières décennies (féminisme, écologie, tiers-mondisme, non-discrimination, etc.). Dans une sémantique propre à notre époque, il est ainsi question de notre responsabilité à l’égard des générations futures et de la planète, d’une Europe unie dans la diversité, la non-discrimination, le respect des droits de chacun, de lutte contre l’exclusion sociale, la solidarité dans le monde, et d’élaboration d’une Europe du développement durable[16]. Même le patrimoine culturel se trouve cité à plusieurs reprises comme une richesse à préserver et à développer. La défense de ces valeurs ne fait que compliquer l’échafaudage des priorités européennes, en particulier lorsque le principe du « développement durable » vient s’opposer à celui du « libéralisme capitaliste ».
Une absence de taille dans ce palimpseste est celle de toute référence spirituelle, en particulier à l’héritage judéo-chrétien de l’Europe. Dans les sociétés largement laïcisées dont sont issus les auteurs, les pratiques religieuses n’ont guère d’autre statut que privé: aussi ont-ils préféré faire l’impasse sur cette dimension historique, jugée non fonctionnelle voire encombrante[17]. A contrario, le principe d’une société pluriculturelle n’est pas explicitement formulé, sauf à travers le qualificatif d’Europe « Unie dans la diversité », qui apparaît à la fin du Préambule.
Valeurs et opinion publique
Malgré tout, le projet constitutionnel suscite des interrogations de plusieurs nature, et en particulier sur sa capacité à :
- doter l’Europe d’objectifs politiques clairs.
- délimiter une citoyenneté et une identité européennes, par rapport à elle-même et au reste du monde.
- susciter un sentiment populaire d’appartenance, c’est-à-dire un imaginaire capable de mobiliser les individus qu’elle entend régir.
Par rapport aux objectifs politiques, il va sans dire que sur les «valeurs communes» définies par le projet de Constitution, les interprétations et les hiérarchies d’importance restent divergentes d’un pays à l’autre. Le récent rejet, en vote populaire, de ce texte par la France et les Pays-Bas, alors que l’Espagne l’avait au contraire nettement accepté, illustre ce contraste, et les diverses façons dont les valeurs néo-libérales, ou celles de la solidarité entre Etats peuvent être interprétées. Ces différences nationales, qui peuvent être conjoncturelles, recouvrent en fait des clivages sociaux bien plus profonds (favorisés / défavorisés), mais aussi des écarts géographiques (centres / périphéries) et générationnels[18]. Il y a même un fossé générationnel sur la façon de rejeter les différences nationales, l’imaginaire alter-mondialiste des jeunes générations ne coïncidant pas avec les convictions antinationalistes et antipatriotiques d’une partie de leurs aînés, pour lesquels la disparition des références ethniques et nationales paraissait le meilleur garant de la paix entre les peuples[19].
Tous ces clivages révèlent en tout cas l’existence d’imaginaires sociaux et culturels qui sont loin d’être homogènes, et pas forcément en accord avec celui des promoteurs de l’Union européenne. Par ailleurs, le palimpseste de valeurs du texte constitutionnel ouvre la porte à passablement d’interprétations différentes. C’est à la fois une force et une faiblesse d’un projet qui entend demeurer ouvert et peu contraignant, afin de pouvoir englober des populations toujours plus nombreuses et plus différentes les unes des autres.
La seconde interrogation de fond que soulève la Constitution est de savoir si les valeurs qu’elle proclame délimitent vraiment cet espace de l’espérance humaine que serait l’Europe, et celui de la citoyenneté qui l’accompagne. En poussant le raisonnement à l’absurde, on peut admettre que tout pays adhérant à ces valeurs est susceptible d’entrer dans l’Union: l’Australie ou la Nouvelle-Zélande pourraient donc y réclamer leur place ! Plus immédiatement, la question se pose à propos de la Turquie. Historiquement ennemie des puissances occidentales (à l’époque ottomane), chassée d’Europe par l’effondrement de son empire, elle aspire désormais à y rentrer en vertu de sa modernité laïque, proclamée depuis Kémal Ataturk. Au nom de quoi lui refuserait-on son intégration à l’Union – de même qu’au Maroc ou à des pays laïcs d’Asie centrale – dès lors qu’on a renoncé à définir toute « européanité » historique, géographique ou culturelle?
A l’inverse, la Russie, l’Ukraine et la Biélorussie, dont l’histoire et la culture sont manifestement européennes depuis Pierre le Grand, devraient-elles être exclues de l’Union du fait que leurs gouvernements actuels ne sont pas jugés suffisamment démocratiques? De même, que ferait-t-on d’un pays balkanique, ou même ouest-européen, qui serait dirigé par un gouvernement populiste? Cesserait-t-on pour autant de le considérer comme européen? On conçoit que ces questions n’auraient pas lieu d’être si l’Europe était – ou pouvait être – clairement définie.
La troisième interrogation porte sur la création d’un sentiment d’appartenance, d’un imaginaire européen capable de mobiliser les populations. Plus précisément, les valeurs énoncées dans le projet de constitution, que l’on admet comme nécessaires, sont-elles vraiment suffisantes à fonder cette identité communautaire qui trouverait un écho dans l’esprit des Européens ? Il paraît en tout cas bien difficile d’y voir les racines d’un nouveau mythe européen capable de faire rêver les foules. Or, comment peut-on faire exister une communauté humaine concrète, sans susciter en son sein une forte motivation justifiant son unité en corps constitué, et faisant percevoir cette unité comme une nécessité ?
Dans leur volonté de congédier l’histoire, les rédacteurs du projet se sont refusé à la considérer comme une succession d’expériences communes qui ont forgé et renforcé le sentiment d’appartenance des membres à une nouvelle communauté politique. Le texte qui résulte de ce parti pris risque ainsi d’être perçu comme un catalogue de principes traduisant l’imaginaire d’experts qui entendent gouverner l’Union à la manière d’une technocratie bien-pensante, assurant la libre circulation des hommes, des marchandises et des capitaux. À la limite, une sorte de despotisme éclairé moderne, à la fois réglementaire, tolérant et si possible fonctionnel, tiendrait lieu de justification à la construction européenne, et à la compétence de ses architectes.
Conclusion
À trop vouloir réconcilier des valeurs souvent contradictoires, l’effort dialectique de « synthèse humaniste » que représente le projet de Constitution laisse en fin de compte une impression assez mitigée. Le fait qu’il ne soit pas un texte homogène, ni original, peut être apprécié comme une force, c’est-à-dire comme le produit de l’ouverture d’esprit de ses rédacteurs et de leur capacité à élaborer des compromis entre des tendances contraires difficiles à amalgamer. La complexité d’élaborer une fédération politique sur un continent aussi pluraliste, sinon divisé, a en quelque sorte contraint les rédacteurs de renoncer à définir un sentiment d’appartenance, ou même à élaborer un projet trop directif : ils ont cru pouvoir fédérer des contraires sans devoir procéder à des choix douloureux, et peut-être impossibles. Voilà pour le bilan d’une analyse rationnelle.
La politique n’est cependant pas qu’une affaire de rationalité : c’est aussi une question d’émotions, de sentiments, d’intuitions et d’imaginaires[20]. Ce constat vaut même (et peut-être surtout) dans une société qui a placé la rationalité comme la valeur suprême. Car c’est peut-être bien cette rationalité, tout à la fois économique, technocratique, bureaucratique et libre-échangiste qui pose problème aux yeux d’une partie des populations européennes et qui leur donne le sentiment d’être gouvernés par une élite étrangère à leurs préoccupations véritables.
En rejetant le projet de constitution européenne, les citoyens de France et des Pays-Bas ont montré que dans leur majorité, ils ne se reconnaissent pas vraiment dans les valeurs qu’elle exprime, ou du moins dans la vision des élites qui l’ont rédigée et approuvée. On peut en conclure qu’il est erronné de mettre sur pied des structures « européennes » dans lesquelles les gens ne se reconnaissent pas car elles ne correspondent pas à leurs motivations profondes, et à leur imaginaire politique. Autrement dit, la proclamation de valeurs abstraites ne suffit pas à fonder un imaginaire collectif, ce qui revient en quelque sorte à mettre la charrue avant les bœufs.
Mais peut-être le malaise est-il encore plus profond, quoique plus diffus. Derrière des termes aussi imprécis que stigmatisants, comme néo-libéralisme, mondialisation, ou technocrates (et eurocrates), ce sont peut-être d’autres aspirations, encore confuses, qui cherchent à s’exprimer. Beaucoup de citoyens ne se reconnaissent en effet pas dans un projet de société perçu comme bureaucratique, froid, voire relativement aliénant, et de toute façon élaboré d’une manière peu démocratique. Dans tous les cas, les auteurs du projet avaient manifestement sous-estimé un certain déficit du sentiment européen, encore limité à quelques milieux d’hommes politiques et d’intellectuels habitués à voyager et à converser en plusieurs langues. Du fait des barrières linguistiques et culturelles toujours présentes, « L’Europe n’est pas, comme l’a remarqué Paul Thibaud, un espace sans frontières ; c’est un espace où l’on franchit les frontières, ne serait-ce qu’en lisant une œuvre étrangère. Les Européens sont des gens qui ont rêvé, qui se sont renouvelés en se plongeant dans des imaginaires différents de celui de leur enfance »[21]. Cela revient à dire que la mémoire collective, les identités culturelles et les opinions publiques sont aujourd’hui encore très marquées par le sentiment d’appartenance nationale.
Dans ces conditions, l’Union européenne ferait peut-être bien d’entamer une réflexion sur le type d’imaginaire culturel et social sur lequel elle entend se construire, et de se demander si les rédacteurs de sa future constitution ne sont pas allés trop loin dans leur volonté de congédier l’histoire et la géographie du Vieux Continent. Il n’est d’ailleurs pas certain qu’il soit possible de fonder durablement une construction politique quelconque sans mythes ni utopies, simplement en projetant les aspirations à une meilleure gouvernance d’élites sûres de leurs compétences. A nier les fondements mêmes de l’histoire et de la culture européennes, on prend en tout cas le risque de passer sous silence les motivations profondes de son unification politique. Et du même coup de nier la nécessité historique de cette construction.
Faute de toute démarche identitaire et culturelle, l’Union, animée d’une raison qui ne captive pas les foules, propre seulement à convoquer experts, marchandises et capitaux, pourrait voir se dissoudre l’adhésion que peu ou prou la majorité des peuples européens lui ont accordé jusqu’ici.
D’un autre côté, la conscience du désastre des deux guerres mondiales, la volonté de rendre la paix et la prospérité au continent ont fait faire des progrès considérables à la conscience populaire européenne. A ce jour, un vécu commun a pris substance à travers les médias électroniques (l’Eurovision), le tourisme de masse et la libre-circulation des personnes, ainsi que des symboles comme l’Euro, les plaques minéralogiques et le passeport européen. Il y a donc, et depuis près d’un demi-siècle pour certains pays, une expérience commune de cette construction. Mais pour ce qui est des motivations profondes, on peut se demander, notamment à la lumière de l’expérience des « nouveaux » pays européens ci-devant communistes, si l’Union européenne ne représente pas, avant les « valeurs humanistes » proclamées, ou même la perspective d’une véritable démocratie pluraliste, le simple espoir d’un meilleur niveau de vie et d’un accès rapide à la société de consommation.
Dans une perspective d’avenir, il y aurait donc un intérêt certain à concevoir une Constitution européenne qui en appelle directement aux citoyens, et non aux seuls représentants des Etats et à leurs fonctionnaires. Aux yeux des peuples appelés à composer la future Union, cette constitution serait peut-être alors un symbole de plus dans l’affirmation d’une identité commune. Outre la mise en lumière des responsabilités et des droits si divers qui fondent la nouvelle Union, cette constitution devrait prendre son sens en proposant une réponse au besoin véritable qu’ont les peuples européens de s’unir autour d’un projet fédérateur et mobilisateur, qui serait illustré par leur long vécu commun. Et peut-être ce texte constitutionnel devrait-il entrevoir la possibilité de maintenir la multiplicité des cultures, des modes de vie et des projets de société qui ont fait la richesse de l’histoire du Vieux Continent. Pour arriver à ce résultat, il appartiendrait à l’Union européenne, qui ne rêve pas ou si peu, de forger et diffuser une véritable utopie conciliant unité et diversité. Et si l’on considère que la diversité n’est pas de l’ordre du politique, elle pourrait au moins se préoccuper d’élaborer une unité fondée sur des produits culturels communs. Et pourquoi pas une véritable cinématographie européenne, qui fait encore tant défaut ?

En particulier le terme de « constitution » a lui-même des sens multiples, selon la langue et l’histoire de chaque pays. Ce n’est donc pas un seul texte, mais autant de variations d’imaginaires (connotations, mentalités et sensibilités socio-culturelles différentes). L’absence de texte de référence, ainsi que la possibilité d’erreurs ou d’omissions, a été relevée comme une source potentielle de litiges.

Abstract: On October 22, 2003, on the initiative of Romania’s president of the time, Ion Iliescu, an International Commission for the Study of the Holocaust in Romania (under the presidency of the Nobel laureate for peace, Elie Wiesel, American writer of Romanian origin) was set up. In spring 2006, on the initiative of Romania’s president, Traian Basescu, a Presidential Commission for the Analysis of the Communist Dictatorship in Romania (CPADCR, under the presidency of the American political scientist of Romanian origin, Vladimir Tismaneanu) was set up. The concrete purpose in setting up both Commissions was, in each case, the elaboration of a Final Report on the two forms of totalitarianism (extreme right and extreme left) that existed in Romania, between 1940 and 1944, and, respectively, between 1945 and 1989. Both Commissions had a legal and ethical basis and they answered to Romanians’ expectations and dilemmas on their recent history.

Scopul concret al constituirii ambelor Comisii a fost realizarea câte unui Raport Final legat de cele două forme ale totalitarismului (extrema dreaptă şi extrema stângă) care au funcţionat în România, între 1940-1944, respectiv 1945-1989. Ambele Comisii au avut un fundament legal şi etic şi au răspuns unor aşteptări şi dileme ale românilor legate de istoria lor recentă. În cazul Raportului Final legat de Analiza Dictaturii Comuniste (care trebuia să marcheze sfârşitul unei epoci, la 1 ianuarie 2007 urmând ca România să fie acceptată în Comunitatea Europeană) a mai existat un scop manifest: masivul document ar fi putut să îi ofere preşedintelui Traian Băsescu o bază ştiinţinfică pentru condamnarea oficială a comunismului în România, ca ilegitim şi criminal. Acest lucru s-a şi întâmplat la 18 decembrie 2006. Condamnând regimul comunist drept ilegitim şi criminal, Traian Băsescu a făcut un gest similar celui al lui Jacques Chirac, primul preşedinte care a condamnat în numele statului francez regimul de la Vichy, ca parte a experienţei istorice a acestui stat (această comparaţie la nivelul gesturilor etice a doi preşedinţi îi aparţine lui Vladimir Tismăneanu).
Premisa ambelor Rapoarte a fost cercetarea şi stabilirea adevărului privind cele două tragedii, ale Holocaustului, şi Gulagului, cu toate implicaţiile politice, sociale, psihologice, istorice, umane ale acestora. De asemenea, ambele Rapoarte au vizat o sancţionare oficială (girată de autorităţile române) a celor două extremisme (ororile petrecute între 1940-1944 şi 1945-1989 fiind imposibil de cuantificat şi decamuflat în timpul perioadei comuniste). Din componenţa Comisiei Wiesel (cum a fost ea denumită, într-o formă prescurtată) au făcut parte în principal istorici şi sociologi; din componenţa Comisiei Tismăneanu (cum a fost ea denumită, tot într-o formă prescurtată) au făcut parte, de asemenea, istorici, sociologi şi politologi, dar şi jurnalişti, oameni de litere, personalităţi civice, caracterul acesteia fiind mai heterogen decât al Comisiei Wiesel. De menţionat: doi dintre membrii Comisiei Wiesel au făcut parte şi din Comisia Tismăneanu, este vorba despre istoricii Andrei Pippidi (membru propriu-zis) şi Adrian Cioflâncă (expert). De remarcat, de asemenea: din Comisia Wiesel au făcut parte doi consilieri ai lui Ion Iliescu, Ioan Scurtu şi Victor Opaschi (prin urmare, măcar o minimă interferenţă prezidenţială a existat, cei doi istorici amintiţi putând monitoriza oficial activitatea Comisiei Wiesel); în schimb, deşi CPADCR a fost creată de preşedintele Traian Băsescu, din Comisia Tismăneanu nu a făcut parte vreun consilier prezidenţial, astfel încât nu a existat vreo interferenţă a autorităţilor cu activitatea Comisiei; din Comisia Tismăneanu a făcut parte, totuşi, un consilier, dar al adversarului preşedintelui Băsescu, primul ministru Călin-Popescu Tăriceanu, este vorba despre remarcabilul istoric Marius Oprea (specializat pe analiza Securităţii) – iar acest fapt probează tocmai caracterul democratic-heterogen al CPADCR. Singurul lucru în care Administraţia Prezidenţială s-a implicat a fost acela de a cataliza accesarea Arhivelor de către experţii CPADCR.
La 11 noiembrie 2004, Raportul Final realizat de Comisia Wiesel i-a fost prezentat lui Ion Iliescu; acest Raport a fost semnalat public, dar nu a şi fost dezbătut public decât minimal; Raportul produs de Comisia Wiesel a avut puţini detractori, iar aceştia au fost exclusiv din varii facţiuni ale extremei drepte care se manifestă politic şi cultural în România postcomunistă. Raportul Final realizat de Comisia Tismăneanu i-a fost predat în noiembrie 2006 lui Traian Băsescu – acesta a prezentat Concluziile Respectivului Raport în faţa Camerelor reunite ale Parlamentului, în 18 decembrie 2006, fiind boicotat de reprezentanţii câtova partide alergice la ideea de sancţionare a comunismului: PRM în principal, PSD în plan secundar (deşi Raportul nu a avut coloratură revanşardă, ci a fost redactat în spiritul liberalismului civic, el a fost perceput, uneori, ca un document coleric-politic menit să producă discordie). Dacă Raportul Comisiei Wiesel a avut un caracter amplu istoric şi factual, Raportul Comisiei Tismăneanu a mizat pe caracterul politologic legat de deconstrucţia ideologiei comuniste, neuitând, fireşte, de factualitatea necesară unui asemenea Raport în legătură cu victimologia aferentă (Raportul a pedalat pe un caracter iniţial prioritar politologic, întrucât acesta a fost documentul cathartic dorit de preşedinţia României; statul totalitar comunist s-a bazat pe ideologie, prin urmare în primul rând ideologia se cuvenea sancţionată, şi nu oricum, ci în mod explicativ)[3]. În discursurile lor de comentariu asupra celor două Rapoarte, ambii preşedinţi ai României, atât Ion Iliescu (la 12 octombrie 2004, în cadrul reuniunii consacrate comemorării Zilei Holocaustului în România), cât şi Traian Băsescu (la 18 decembrie 2006, în faţa Camerelor reunite ale Parlamentului), au punctat necesitatea evaluării critice a trecutului din istoria recentă a României, de acesta depinzând construcţia şi viitorul unei naţiuni, capabilă să se despartă de greşelile făcute odinioară.
Între cei doi preşedinţi care au constituit cele două Comisii a existat o diferenţă politică motivaţională. Ion Iliescu a înfiinţat Comisia Wiesel, la presiunea internaţională, din corectitudine politică, datorită faptului că România era una dintre ultimele ţări care nu îşi asumaseră atrocităţile petrecute pe teritoriul său şi sub controlul său, în timpul celui de-al doilea război mondial (aici nu intrau, fireşte, şi atrocităţile comise pe teritoriul Transilvaniei, aflată, între 1940-1944, sub jurisdicţie maghiară). Ion Iliescu nu era alergic la o asemenea investigare şi condamnare a Holocaustului, ci indiferent: dar presiunea internaţională a contat enorm în acest caz şi pe bună dreptate – întrucât, pentru mulţi români, informaţiile dure, şocante, scoase la iveală de Raportul Final al Comisiei Wiesel, a spulberat o serie de tabu-uri legate de caracterul generic-pozitiv al românilor. Traian Băsescu nu a simpatizat iniţial cu posibilitatea condamnării comunismului (pentru că el însuşi făcuse parte din sistem, la începutul carierei sale, chiar dacă nu aparţinuse aparatcikilor de anvergură), dar a devenit receptiv la motivaţia constituirii unei Comisii de condamnare a comunismului, din motive de presiune internă. A perceput acut reacţia societăţii civile legate de necesitatea unei astfel de Comisii, care ar fi tranşat o situaţie pusă în cauză încă din 1990 (prin Proclamaţia de la Timişoara, din martie 1990, şi prin mitingul-maraton din Piaţa Universităţii, între 22 aprilie-13 iunie 1990). Decisive au fost două evenimente: înfiinţarea prin decretul guvernului condus de Călin Popescu-Tăriceanu a Institutului de Investigare a Crimelor Comunismului – de aici ambiţia preşedintelui Băsescu de a crea un edificiu similar cu IICC (al cărui preşedinte era istoricul Marius Oprea, neagreat de preşedintele Băsescu); al doilea eveniment a fost catalizat de schismele şi spasmele petrecute în interiorul Colegiului Naţional de Studiere a Arhivelor Securităţii (CNSAS) – organism care risca să continue panta descalificării atâta timp cât conducerea sa era incapabilă să gestioneze moral şi la vedere deconspirarea dosarelor; prezent la un moment dat la CNSAS pentru a soluţiona criza, Traian Băsescu a fost huiduit de mulţime şi cu acest prilej a conştientizat că riscă să fie discreditat în calitate de preşedinte al României, fără apetit etic, dacă rămâne surd la cerinţa societăţii civile de condamnare a comunismului. Nu în ultimul rând important, pentru decizia preşedintelui Băsescu, a fost Apelul (obstinat şi leitmotivic) de condamnare a comunismului, lansat mediatic de Sorin Ilieşiu. Desigur, nu doar aceste motive, ci şi altele, de natură morală, istorică şi politică l-au determinat şi mobilizat pe preşedintele Băsescu să urnească în timp record constituirea Comisiei de Analiză a Dictaturii Comuniste.
Alte nuanţe trebuie precizate pentru contextul intern şi internaţional al constituirii celor două Comisii care să producă, fiecare, un Raport Final: Ion Iliescu a agreat înfiinţarea unei Comisii Internaţionale pentru Studierea Holocaustului în România şi pentru că astfel distrăgea atenţia de la veşnica cerinţă, din 1990 încoace, a societăţii civile, de a crea o structură etică, o comisie, un institut, legat de investigarea critică a perioadei comuniste şi care să producă în mod concret un Document prin care comunismul să fie condamnat oficial (Iliescu fiind unul dintre aparatcikii de notorietate în timpul comunismului). Pe de altă parte este la fel de adevărat că înfiinţarea unei Comisii pentru Studierea Holocaustului în România atrăgea după sine, în mod logic şi necesar, şi constituirea, cândva, a unei Comisii de investigare a celuilalt extremism concretizat în România, care marcase ţara nu doar patru ani, ci patruzeci şi cinci de ani. Fireşte, au fost voci care au speculat faptul că Traian Băsescu a creat Comisia Prezidenţială de Analiză a Dictaturii Comuniste ca replică la Comisia pentru Studierea Holocaustului, înfiinţată de Ion Iliescu, pentru a demonstra că este mai impetuos şi mai curajos decât celălalt preşedinte în a-şi asuma trecutul cel mai recent al ţării. Chiar dacă lucrurile vor fi stând şi astfel, acest fapt nu impietează cu nimic asupra situaţiei de facto prin care o cerinţă internă clamată din 1990 de către societatea civilă a fost îndeplinită doar la şaptesprezece ani după ce în România avusese loc, măcar parţial, o revoluţie anticomunistă, pentru că, în sfârşit, un preşedinte al României s-a mobilizat în acest sens. Spre deosebire de Ion Iliescu, alergic la condamnarea comunismului, Traian Băsescu a înţeles în cele din urmă să se despartă de propriul lui trecut, şi a făcut-o oficial, în numele poporului român.
Din punct de vedere conţinutistic, cele două Rapoarte Finale sunt distincte, în mod logic, axate fiind fiecare pe deconstrucţii ale unor “isme” opuse, chiar dacă asemănătoare în acelaşi timp, prin mecanismele lor de represiune şi de încălcare a drepturilor omului, subliniind, ambele, caracterul genocidal al regimurilor care au catalizat Holocaustul şi Gulagul adaptat à la roumaine. Raportul Final al Comisiei Internaţionale pentru Studierea Holocausului în România este structurat în paisprezece capitole care îşi propun un desfăşurător nuanţat pe etapele exterminării, atât din punct de vedere istoric, cât şi juridic, sociologic, statistic. Cele paisprezece capitole sunt următoarele (într-o formulare prescurtată): 1. Fundalul şi precursorii Holocaustului. Politici antisemite; 2. Relaţiile româno-germane înaintea şi în timpul Holocaustului; 3. Retragerea din Basarabia şi Bucovina de Nord în iunie-iulie 1940 şi consecinţele ei asupra relaţiilor interetnice în România; 4. Propaganda antisemită şi retorica oficială despre primejdia “iudeo-bolşevismului”. Evreii români şi comunismul în perioada 1938-1944; 5. Holocaustul în România (acesta este capitolul cel mai aplicat şi şocant pentru mentalitatea româneascâ, lucrat cu cifre eşalonate pe categorii şi nume ale celor vinovaţi etc.) – cifra propusă pentru numărul evreilor români şi ucraineni exterminaţi pe teritoriile aflate sub administraţie românească fiind estimat între 280.000 şi 380.000; 6. Procesul de excludere a evreilor din societatea românească în timpul guvernelor lui Ion Antonescu; 7. Viaţa comunităţilor evreieşti în timpul lui Ion Antonescu şi răspunsul lor la Holocaustul din România; 8. Deportarea romilor şi tratamentul acestora în Transnistria; 9. Rolul lui Ion Antonescu în planificarea şi implementarea politicilor antisemite şi anti-rome ale statului român; 10. Holocaustul în Transilvania de Nord (capitol stringent, pentru că demonstrează neimplicarea autorităţilor române în lichidarea evreilor de aici); 11. Solidaritate şi salvare. Români printre cei “Drepţi între Popoare”[4]; 12. Procesul criminalilor de război; 13. Distorsionarea, negarea şi minimalizarea Holocaustului în România postbelică (capitol imperios şi actual pentru mentalitatea publică românească) şi 14. Concluzii şi recomandări.
Raportul Final al Comisiei Prezidenţiale pentru Analiza Dictaturii Comuniste din România a fost gândit din perspectiva triadică de analiză a instituţiilor, metodelor şi personalităţilor implicate în comunismul românesc. Raportul este structurat în şase capitole, dintre care trei sunt de sinteză, iar alte trei sunt arborescente şi nuanţate în subcapitole: 1. Introducere. Natura, scopul şi efectele regimului totalitar comunist în România (capitol de sinteză); 2. Partidul Comunist Român (capitol de analiză, ramificat în alte patru subcapitole); 3. Represiunea (cel mai amplu capitol de analiză, ramificat în cincisprezece subcapitole); 4. Societate, Economie, Cultură (capitol de analiză, ramificat în douăsprezece capitole); 5. Concluzii. Necesitatea analizei, repudierii şi condamnării regimului comunist (capitol de sinteză) şi 6. Biografiile nomenclaturii (capitol de sinteză). De remarcat: Raportul Final al Comisiei Tismăneanu are o componentă mai demonstrativ axată pe deconstrucţia politologică şi ideologică a comunismului (unul din punctele sale cheie fiind definirea genocidului comunist în România). Acest lucru este motivat de faptul că, în timp ce în cazul fascismului, nazismului, extremismului de dreapta etc. nu a funcţionat niciodată o prejudecată de tipul “fascismul a fost rău pus în practică, dar era bun în teorie”, acest clişeu a funcţionat contrapunctic în ceea ce priveşte mentalitatea publică privind receptarea comunismului. În continuare acest clişeu funcţionează de altfel în postcomunismul românesc. De aceea Raportul Final produs de Comisia Tismăneanu trebuia să se axeze în chip vădit pe o deconstrucţie ideologică, aceasta urmărind să anihileze tocmai clişeul mai sus amintit, dar aplicat în cazul comunismului. O a doua deosebire între cele două Rapoarte Finale este dată de faptul că, datorită detaliilor variate ale represiunii pe o perioadă mult mai amplă de timp (patruzeci şi cinci de ani, cât a fost cronologizat comunismul românesc, faţă de patru ani, cât a fost cronologizat Holocaustul în România), Raportul Final al Comisiei Tismăneanu a avut un bagaj mult mai mare de muncă în decalarea tuturor factorilor responsabili pe etape ale represiunii (etapa Gheorghiu-Dej şi etapa Ceauşescu, stalinismul şi neostalinismul românesc, caracterul bizantin al comunismului românesc; începuturile Securităţii şi funcţionarea Securităţii în anii ’80, de pildă). Foarte greu de stabilit a fost categoria generică de deţinut politic în timpul regimului comunist, astfel încât să poată fi posibilă o cuantificare pe parcursul celor patruzeci şi cinci de ani: s-a optat pentru o formulă relativ definitorie după care erau încadrabili în tipologia deţinutului politic toţi cei privaţi de libertate din motive politice, pe perioada a minimum două luni de zile. În funcţie de această definiţie s-a făcut şi estimarea deţinuţilor politici, cifra depinzând de numărători graduale, eşalonate şi într-atât de nuanţate încât cifra oferită în final (uneori contestată vehement de ziarişti şi alte voci publice care au comentat Raportul Final) a fost aceea de aproximativ două milioane de oameni are au cunoscut varii forme ale Gulagurilor (nefiind vorba doar de cei care au suferit represiunea pe teritorul românesc, ci şi despre românii deportaţi ori suferind alte forme de represiune în Siberia, de pildă)[5].
Aşa cum Raportul Comisiei Wiesel se ocupă inclusiv de Holocaustul din Transilvania de Nord (girat de autorităţile maghiare), la fel, în Raportul Comisiei Tismăneanu există un subcapitol dedicat represiunii în Moldova sovietică. De asemenea, ambele Rapoarte Finale demontează teze false: Raportul Comisiei Wiesel deconstruieşte aşa-numitul complot “iudeo-bolşevic” împotriva României, Raportul Comisiei Tismăneanu deconstruieşte aşa-numitul complot al Occidentului împotriva României. Cele două Rapoarte Finale mai au un merit special: detabuizează anumite chestiuni nodale din istoria românească: Raportul Comisiei Wiesel detabuizează figura mareşalului Ion Antonescu şi a Armatei (implicaţi de facto în Holocaustul românesc); Raportul Comisiei Tismăneanu detabuizează imaginea Bisericii Ortodoxe, care a colaborat concret cu instituţiile de represiune din comunism. De asemenea, Rapoartele Finale rediscută chestiuni esenţiale pentru nivelul de receptare al mentalităţii publice româneşti: Raportul Comisiei Wiesel analizează figura evreului ca ţap ispăşitor (demonstrând că evreii nu au agresat Armata Română în Transnistria ori Basarabia, ci au fost loiali faţă de aceasta); Raportul Comisiei Tismăneanu analizează figura lui Nicolae Ceauşescu, falsul progresist şi realul neostalinist.
Ambele Rapoarte Finale au un capitol necesar de Concluzii şi recomandări: acestea sunt legislative, educaţionale, morale, muzeale, de cercetare şi sunt adresate Statului român şi autorităţilor sale. Spre deosebire de Raportul Comisiei Wiesel (care nu avea de ce să inventarieze nişte capete de acuzare ale nazismului, întrucât acest lucru fusese făcut la nivel internaţional, cu multă vreme în urmă, imediat după încheierea celui de-al doilea război mondial), Raportul Comisiei Tismăneanu punctează douăzeci şi unu de capete de acuzare concrete ale comunismului în România – acestea sunt inventariate metodic tocmai pentru a deconstrui clişeul că teoria comunismului ar fi fost benefică şi doar aplicativitatea sa a fost malefică.
Câteva distincţii structurale şi administrative: Comisia Internaţională pentru Studierea Holocaustului în România a fost una dintre cele din urmă constituite, în acest sens, pentru a investiga ororile comise în numele extremismului de dreapta (autorităţile din România acceptând tardiv şi mai mult silit implicarea oficialităţilor româneşti în Holocaust); în timp ce Comisia Prezidenţială de Analiză a Dictaturii Comuniste în România a constituit o premieră în lumea postcomunistă. Niciuna dintre Comisii nu au avut un secretariat ori un edificiu de desfăşurare a lucrărilor (Comisia Wiesel a avut la dipoziţie o cameră la sediul Institutului de Studii Politice, de Apărare şi de Istorie Militară, folosită ca depozit de documente). Membrii Comisiilor (în nici unul din cele două cazuri) nu au fost plătiţi. Dar au existat câteva diferenţe administrative: au fost decontate reuniunile în plen ale Comisiei Wiesel (la Bucureşti, Washington şi Ierusalim) – transport, cazare, masa; bugetul Comisiei Wiesel a fost stabilit prin ordonanţă guvernamentală, cel al Comisiei Tismăneanu a fost alocat din bugetul Administraţiei Prezidenţiale. În cazul Comisiei Tismăneanu s-a făcut diferenţa între membrii şi experţi (cei din urmă fiind plătiţi cu sume specifice alocate cercetării); de asemenea, reuniunile în plen au fost decontate; în cazul Comisiei Wiesel nu a existat categoria experţilor, ci doar aceea a membrilor. Pentru ambele Rapoarte Finale s-a lucrat după un plan ramificat, în cadrul căruia fiecare capitol şi subcapitol a avut un coordonator responsabil. Capitolele ample au avut un coordonator responsabil (sau un grup de coordonatori, în cazul Comisiei Tismăneanu) care repartiza teme membrilor din grupul său – aceste studii erau apoi colectate, discutate, adăugite, corectate (după caz), până se ajungea la o variantă finală. În cazul ambelor Comisii au existat polemici şi diferenţe de opinie legate de sintetizarea şi ordonarea informaţiei, dar întotdeauna s-a ajuns la un consens.
Ion Iliescu nu a prezentat Raportul Comisiei Wiesel în Parlamentul României, deşi el a înfiinţat Comisia Internaţională de Studiere a Holocaustului în România (Raportul a fost în mod automat asumat de Statul român); Raportul Comisiei Tismăneanu a fost în schimb prezentat în faţa Parlamentului şi asumat direct doar de preşedintele Traian Băsescu (asumarea Statului român, ca organism politic şi administrativ, a rămas suspendată sau ambiguă, întrucât, parţial, reacţia parlamentarilor – de sorginte PRM şi PSD – a fost una de respingere a Raportului Final)[6]. Raportul Comisiei Wiesel nu a fost dezbătut public decât minimal, în schimb Raportul Comisiei Tismăneanu a fost supus dezbaterii publice în chip amplu. Raportul Final al Comisiei Wiesel a fost model pentru Raportul Final al Comisiei Tismăneanu, alături de Raportul Final (din 1994) al Comisiei pentru Investigarea şi Evaluarea Istoriei şi Consecinţelor Dictaturii Partidului Uniunii Socialiste – creată în 1992 de Bundestag şi alcătuită din 27 de deputaţi şi istorici germani (acestea au fost modelele declarate ale politologului Vladimir Tismăneanu, preşedintele Comisiei)[7]; spre deosebire de Comisia Tismăneanu, cea germană a funcţionat vreme de doi ani în Germania unită, având, după cum este lesne de presupus, o tradiţie de analiză a totalitarismului prin procesul şi fenomenul denazificării; în urma Raportului Comisiei Germane (Raport care a avut 15.000 de pagini) prezentat public în 1994 (dar nu şi dezbătut neapărat) a fost creată o a doua Comisie, cu scop didactic de data aceasta – Comisia Parlamentară de Investigare şi Eliminare a Consecinţelor Dictaturii Partidului Uniunii Socialiste.
Ceea ce a contat şi într-un caz şi într-altul a fost demersul istoric, juridic şi moral, în primul rând, ambele Rapoarte Finale legate de cazul românesc nefiind infailible, ci perfectibile. Nu în ultimul rând a contat timpul avut la dispoziţie de ambele Comisii şi bagajul de informaţii pe care acestea au trebuit să îl proceseze: Comisia Wiesel a avut la dispoziţie un an şi jumătate, pentru a investiga o perioadă de patru ani; Comisia Tismăneanu a avut la dispoziţie o jumătate de an pentru a sintetiza informaţiile legate de cei patruzeci şi cinci de ani de comunism. Rolul ambelor Comisii a fost unul foarte sensibil, pentru că, şi într-un caz, şi în celălalt, sinteza unor informaţii explozive avea să bulverseze opinia publică românească, aflată încă în schismă şi cu apele nedespărţite întru totul, deşi în urmă cu mai bine de paisprezece ani (pentru Comisia Wiesel), respectiv în urmă cu şaptesprezece ani (pentru Comisia Tismăneanu) în România avusese loc o revoluţie anticomunistă.

The French Vision of Europe. From Victor Hugo’s Etats-Unis d’Europe to the Reject of the Constitution
Abstract: Victor Hugo (1802-1885) is one of the few nineteenth-century European writers and intellectuals who, during this very nationalistic epoch, expressed a consistent theory of European political and economic unification. The idea of the « United States of Europe » is as far-reaching and, for most people, utopian today as it was in his time. Nonetheless, some of Hugo’s ideas have been materialized, such as the monetary union, and the disappearance of national borders within the Schengen heartland. This paper tries to evaluate the complex interplay, in the European integration, between utopia and realpolitik.

Si l’on voulait paraphraser Charles de Gaulle, qui disait : « Je me suis toujours fait une certaine idée de la France », on pourrait dire que les Français se sont toujours faits « une certaine idée de l’Europe », une idée française, précisément. Ce serait sans doute un peu caricatural, mais pas faux. En tant que nation qui a eu son heure de gloire, et qui s’est doté d’une puissante mythologie identitaire, la France a du mal à se résigner à son déclin, ou plutôt à son réajustement réaliste, dans le monde d’aujourd’hui. Ses rapports avec l’idée européenne sont complexes, parce que l’Europe signifie tantôt pour elle le rappel de son déclin, tantôt l’espoir de perpétuer sa place dans le monde. Tous ceux qui ont été surpris par le Non français au referendum sur le projet de traité constitutionnel, rédigé pourtant sous la supervision d’un ancien président français, Valéry Giscard d’Estaing – et intégrant un certain nombre de préoccupations françaises traditionnelles – pourront le comprendre à la lumière de ce rapport ambigu et complexe. Si Victor Hugo avait été vivant, qu’aurait-il pensé de ce rejet ? Il serait absurde de vouloir faire parler les morts, même si Hugo lui-même ne se gênait pas pour le faire, durant ses expériences spirites à Guernesey. Mais l’on peut sans grand risque supposer qu’il aurait été profondément déçu, lui qui, pendant plus de trente ans, n’a cessé de militer pour une idée qui pouvait passer pour insensée à son époque, celle des Etats-Unis d’Europe.
Cette grande idée des Etats-Unis d’Europe, Hugo l’a exprimée publiquement, pour la première fois, lors de son discours d’ouverture du premier Congrès de la Paix, qui se tint à Paris le 21 Août 1849. Ces Congrès pour la Paix furent le cadre privilégié de sa réflexion européenne ; il aura l’occasion de revenir sur ce thème lors d’allocutions qui seront lues au Congrès de la Paix de Lausanne en 1869, puis à celui de Lugano en 1872. Rappelons que l’initiative de ce premier Congrès de la Paix, où se réunissaient des Européens et des Américains, revient à un industriel et économiste anglais, Richard Cobden (1804-1865), ainsi qu’à Giuseppe Mazzini (1808-1872), patriote et révolutionnaire italien, allié de Garibaldi dans sa lutte pour l’unité italienne, et fondateur d’une éphémère république romaine, conquise sur la Papauté, et dissoute par l’intervention des troupes françaises. Il tentera, avec le Français Ledru-Rollin et d’autres, de fonder une Alliance républicaine universelle.
Curieux attelage, donc, que celui qui invite Hugo à donner la conférence inaugurale de ce premier Congrès de la Paix. Cobden, dans la plus pure tradition anglo-saxonne, pensait que la liberté et l’union des peuples passait par le libéralisme économique et le libre-échangisme. C’est lui avait convaincu le gouvernement britannique, en 1846, de renoncer au protectionnisme. Il s’opposait au colonialisme et entendait promouvoir la république universelle par le commerce et l’abolition des frontières. Mazzini et Cobden, le jacobin italien et le libéral britannique, incarnent bien les deux pôles, que l’on pourrait estimer à première vue contradictoires, de la pensée européenne de Hugo. Car ce dernier, qui va évoluer de plus en plus vers la « gauche » à partir de 1850, croit néanmoins au pouvoir bénéfique, libérateur et civilisateur du libre-échange, sans pour autant renoncer à l’idée d’une gouvernance centralisée et normative, qui fait partie intégrante de la tradition historique française, de Louis XIV à la république moderne, en passant par la Révolution de 1789, comme l’a fait remarquer Alexis de Toqueville. Contradiction interne, ou plutôt tension dialectique ? En fait, Hugo ne se préoccupe pas de cohérence systématique. Comme le dit l’un de ses commentateurs, Jean Gaudon, « l’univers de Hugo n’est pas conceptuel ». L’auteur des Misérables est un visionnaire et un poète. Il pense surtout par image, donne chair à ses hallucinations ; les mots et les concepts, même les plus abstraits, deviennent dans son discours des tremplins d’imaginaire et des vecteurs d’utopie.
Ce qu’il faut donc appeler l’imaginaire européen de Hugo se développe néanmoins d’une manière graduelle, et se construit à partir d’une idée-force, celle de la Paix. C’est bien comme garante de la paix qu’il appelle de ses vœux, en 1849, une Europe unifiée :
Messieurs, cette pensée religieuse, la paix universelle, toutes les nations liées entre elles d’un lien commun, l’Evangile pour loi suprême, la médiation substituée à la guerre, cette pensée religieuse est-elle une pensée pratique ? Cette idée sainte est-elle une idée réalisable ? Beaucoup d’esprits positifs, comme on parle aujourd’hui, beaucoup d’hommes politiques vieillis, comme on dit, dans le maniement des affaires, répondent Non. Moi, je réponds avec vous, je réponds sans hésiter : OUI.
Discours d’ouverture au premier Congrès de la Paix, Paris, 21 Août 1849.
On peut remarquer, en ces jours qui succèdent au décevant congrès du 60ème anniversaire des Nations-Unies, que Hugo justifie prioritairement l’idée d’une union des états européens par la sauvegarde de la paix, comme le faisait la Charte de l’ONU, en 1946 ; l’Europe doit avant tout être un espace sans guerre, son génie doit imaginer des solutions non violentes aux inévitables litiges. En 1876, il prononce un discours qui pourrait paraître tout à fait prophétique, quand on repense aux évènements tragiques qui ont ensanglanté l’ex-Yougoslavie au début des années 90.
Ce qui se passe en Serbie montre la nécessité des Etats-Unis d’Europe. Qu’aux gouvernements désunis succèdent les peuples uns. Finissons-en avec les empires meurtriers. Muselons les fanatismes, et les despotismes. (Discours sur la Serbie, 29 Août 1876).
Mais à l’époque, rappelons-le, les Serbes étaient l’objet d’une terrible répression de la part de l’empire Ottoman, dont ils cherchaient à se libérer, comme les Bulgares. Aujourd’hui, c’est plutôt contre des dissensions internes que l’Union européenne vise à protéger ses états-membres. A l’époque de Hugo, il n’est pas question de considérer la Turquie comme faisant partie de l’Europe, d’autant que la Turquie n’existe pas encore en tant que nation ; il n’existe qu’un empire ottoman, lequel incarne, à tort ou à raison, l’absolu du despotisme aux yeux des intellectuels européens depuis le dix-huitième siècle.
Mais au-delà d’une enceinte d’états-nations souverains réglant leurs conflits par le dialogue, Hugo rêve plus loin. Le poète visionnaire qu’il veut être, à la manière du vates latin, et qu’il décrivait dans « Fonction du poète », envisage une union des états, voire une fusion des nations historiques dans une grande nation européenne, dont le destin se modèle sur celui de la France. Du reste, il utilise l’histoire de l’unification des régions de France sous l’autorité centrale comme une métaphore de cette future unification européenne :
Ce jour-là, vous vous sentirez une pensée commune, des intérêts communs, une destinée commune : vous vous embrasserez, vous vous reconnaîtrez fils du même sang et de la même race, ce jour-là, vous ne serez plus des peuplades ennemies, vous serez un peuple ; vous ne serez plus la Bourgogne, la Normandie, la Bretagne, la Provence, vous serez la France. Vous ne vous appellerez plus la guerre, vous vous appellerez la civilisation !
On peut se demander si Ernest Renan ne s’est pas inspiré de ces formules hugoliennes de 1849 pour écrire sa célèbre conférence « Qu’est-ce qu’une nation ? » de 1872. On y retrouve, en effet, ce qui constitue l’unité d’une « nation » : unité culturelle, unité de « destin » historique, et aussi, idée qui deviendra très dangereuse au vingtième siècle, unité ethnique. A l’époque où parle Hugo, cette « unité du sang et de la race » n’a pas d’autre sens que la parenté profonde de peuples que seul l’arbitraire des autocrates mobilise les uns contre les autres dans des guerres fratricides. Néanmoins, ce qui ressort nettement de ce passage, c’est que Hugo ne peut s’empêcher de penser l’Europe à travers les grilles de l’histoire de France. C’est Mirabeau, à la veille de la Révolution, qui définissait le royaume de Louis XVI comme « un agrégat inconstitué de peuples désunis » que le Nouveau Régime, assis sur l’idée de nation, et sur la souveraineté populaire, devait transformer en un corps politique organiquement uni. Le sens de l’histoire tend donc vers l’unification, et France, Angleterre, Espagne, etc. doivent suivre la même voie que Bourgogne, Normandie, Bretagne.
C’est là que réside l’une des grandes ambiguïtés de la vision européenne de Hugo, et cette ambiguïté se trouve encore aujourd’hui dans le grand projet de la construction européenne : l’Europe des Nations ou l’Europe fédérale ? Hugo ne prend pas la peine de décrire les institutions qui devraient régir cette nation continentale. Il reste dans le flou le plus artistique, ce qui lui permet de suggérer, sans le dire trop ouvertement, qu’au sein de cette alliance républicaine des peuples d’Europe, c’est la France qui aurait vocation, par son histoire, à servir de guide et de modèle. Le rêve européen de Hugo, on le voit, est plus proche de la vision de Charles de Gaulle, au vingtième siècle, que de celle de Jean Monnet ou Robert Schumann.
Mais Hugo, encore une fois, ne craint pas de faire tenir ensemble des pôles apparemment contradictoires. Grand ami et admirateur de la jeune république américaine, il adjoint à son jacobinisme européen une conception typiquement anglo-saxonne, celle de la libre circulation des biens et des personnes, celle que promeuvent, aujourd’hui, les Etats-Unis. Hugo prophétise à la fois le triomphe du gouvernement normatif à la française et l’avènement de la monnaie unique, ainsi qu’à terme la globalisation de l’économie :
La civilisation tend invinciblement à l’unité d’idiome, à l’unité de mètre, à l’unité de monnaie, et à la fusion des Nations dans l’Humanité, qui est l’unité suprême. La concorde a pour synonyme : simplification. De même que la richesse a un synonyme : circulation. La première des servitudes, c’est la frontière.
Il insistera encore sur cette idée, vingt ans plus tard, au Congrès de la Paix de Lausanne, en 1869 : pour lui, la seule garantie d’une « paix inviolable » serait l’ « état normal du travail » c’est-à-dire « l’échange, l’offre et de la demande, la production et la consommation, le vaste effort en commun, l’attraction des industries, le va-et-vient des idées, le flux et reflux humain ».
En effet, cette confiance dans la rationalité du marché, dans ce qu’Adam Smith appelait la « main invisible », cette certitude que la liberté économique engendre ou consolide les libertés civiles, est typiquement anglo-saxonne. Elle ne fait pas partie de la tradition française, même si elle eut des défenseurs brillants, notamment dans le mouvement encyclopédiste au dix-huitième siècle, avec Quesnay et Turgot. Mais il faut rappeler que l’Ancien Régime était très dirigiste : on parle encore aujourd’hui, chaque fois que l’Etat français lance de grandes initiatives pour stimuler l’économie, de « colbertisme ». Traditionnellement, la droite française elle-même est assez peu libérale ; on assiste aujourd’hui, dans la perspective des élections présidentielles de 2007, à un combat à l’intérieur de la droite entre les « libéraux », admirateurs du modèle anglo-saxon, et les néo-gaullistes, adeptes d’un « modèle social » français, où l’Etat garde un rôle, même s’il est très réduit par rapport au passé, d’arbitre dans le jeu économique. Traditionnellement, l’esprit français se méfie de la liberté économique : la gauche y voit bien sûr l’ennemi de classe, et une partie de la droite y voit le danger d’un internationalisme qui, à terme, menace la souveraineté et même l’identité de la France. C’est la coalition paradoxale de ces deux méfiances, de gauche et de droite, qui a causé l’échec du Referendum de mai dernier sur le « Traité constitutionnel de l’Europe ». J’y reviendrai.
Hugo, lui, reprendrait volontiers l’optimisme fondamental du libéralisme anglo-saxon, voire américain. La devise E Pluribus Unum, qui figure sur le billet d’ un dollar, conviendrait bien à ses Etats-Unis d’Europe, mais avec l’idée sous-jacente que cet Unum soit plus ou moins français. Le système métrique, l’un des apports les plus durables de la révolution française, pour tous les états-membres ; quant à l’idiome unique qui servirait à fédérer cette famille européenne, on peut deviner que c’est plutôt celui de Molière que de Shakespeare. L’idée, d’ailleurs, n’est pas aussi prétentieuse en 1849 qu’elle le serait aujourd’hui. En ce milieu du dix-neuvième siècle, la langue française jouit encore d’un prestige international considérable, et l’anglais ne s’est pas encore imposé comme lingua franca.
La pensée du Hugo sur l’Europe ne se développe pas de manière isolée, bien entendu : elle est organiquement liée à l’évolution de sa philosophie générale sur le sens de l’histoire et le devenir de l’humanité, qu’il développe dans La Légende des siècles, cette immense épopée en vers dont il publie la première série en 1859. On peut résumer ainsi la philosophie de l’histoire chez Hugo : le Progrès universel est voulu par Dieu. Ce dernier a été trahi par les religions institutionnelles et les diverses Eglises, qui ont pétrifié la vérité dans des dogmes, lesquels servent de prétextes aux despotes pour maintenir les hommes dans la servitude. Le sens de l’histoire, en accord avec la providence divine, c’est l’auto-libération progressive de l’homme des chaînes de la Fatalité, cet ANANKE qui est gravé, selon le prologue de Notre-Dame de Paris, dans la pierre de la cathédrale. Dans un autre prologue, celui des Travailleurs de la mer, le roman de 1866, Hugo assigne à l’homme la tâche de se libérer de trois Ananké : celui des dogmes (la religion institutionnelle, qui a faussé l’idée de Dieu), l’Ananké des lois, c’est-à-dire l’oppression politique et le règne des tyrans, et finalement l’Ananké de la nature. Hugo fait confiance au progrès des sciences et des techniques pour parachever la libération de l’homme, pour l’affranchir des misères matérielles. Pour lui, les Etats-Unis d’Europe seraient l’instrument historique idéal pour accomplir cette triple libération. L’Europe unie est à la fois la fille et la mère du progrès des techniques, notamment des transports :
Comme la matière se laisse de plus en plus dompter par l’homme ! (…) Comme les distances se rapprochent ! Et le rapprochement, c’est le commencement de la fraternité !
Grâce aux chemins de fer, l’Europe bientôt ne sera pas plus grande que ne l’était la France au Moyen Age !
C’est aussi le meilleur espoir pour la disparition des deux autres grandes fatalités historiques qui pèsent sur l’homme. Au Congrès de la Paix à Lugano, en 1872, s’adressant à ceux qu’il appelle « Mes compatriotes européens », Hugo prophétise l’avenir radieux :
Nous aurons ces grands Etats-Unis d’Europe, qui couronneront le vieux monde comme les Etats-Unis d’Amérique couronnent le nouveau. Nous aurons (…) la patrie sans la frontière, le budget sans le parasitisme, le commerce sans la douane (…) la jeunesse sans la caserne (…) la justice sans l’échafaud (…) la vérité sans le dogme.
Autrement dit : l’Europe unifiée amènera la fin du nationalisme, de la corruption, des entraves à la prospérité, du militarisme, du cléricalisme, et enfin, élément nouveau, l’abolition de la peine de mort. On sait que depuis Le Dernier jour d’un condamné, publié en 1829, Hugo a toujours milité pour cette cause, ce qui est un phénomène très rare et très minoritaire au dix-neuvième siècle.
Fin du nationalisme, fauteur de guerre. En effet, Hugo ne veut pas d’un nationalisme européen qui se substituerait à celui des nations. C’est pourquoi, loin d’opposer les Etats-Unis d’Europe à ceux d’Amérique, même dans une concurrence pacifique, comme le voudraient beaucoup d’intellectuels français d’aujourd’hui, il fait des deux continents des partenaires pour répandre dans le monde les bienfaits de la civilisation :
Un jour viendra, où l’on verra ces deux groupes immenses, les Etats-Unis d’Amérique, les Etats-Unis d’Europe, placés en face l’un de l’autre, se tendant la main par-dessus les mers, échangeant leurs produits, leur commerce, leur industrie, leurs arts, leurs génies, défrichant le globe, colonisant les déserts, améliorant la création sous le regard du Créateur, et combinant ensemble, pour en tirer le bien-être de tous, ces deux forces infinies, la fraternité des hommes et la puissance de Dieu ! (1849)
Cet optimisme « atlantiste » avant la lettre sera confirmé vingt-sept ans plus tard, dans un message aux travailleurs français délégués à l’exposition universelle de Philadelphie, en 1876. Le poète, amoureux des mots et des symboles, insiste sur la signification du nom de cette ville, qui fut pendant dix ans la capitale fédérale des Etats-Unis, et dont le nom signifie « amour fraternel » en grec.
Il est frappant de constater l’isolement de Hugo sur la question européenne parmi les grands auteurs et intellectuels du XIXe siècle. En France, il faut attendre le siècle suivant, et surtout la grande catastrophe de 14-18, pour entendre de grandes voix s’exprimer sur l’idée européenne. Qu’il faille ou non le regretter, les visions de l’Europe sont très dissemblables : pour Romain Rolland, pacifiste traumatisé par cette guerre qu’il considère comme un « crime contre l’Europe » – en fait, un véritable suicide collectif du continent- celle-ci doit être avant tout une « patrie intellectuelle et morale », fondée sur la réconciliation franco-allemande. A l’autre extrémité du spectre politique, un Drieu la Rochelle, qui a longtemps hésité entre communisme et fascisme, voit dans le national-socialisme et le « nouvel ordre européen » prôné par l’occupant le seul espoir pour le continent. On sait toutefois qu’il perd cette illusion et sombre dans un désespoir froid, avant de se suicider en 1943, échappant ainsi au peloton d’exécution qui l’aurait attendu, comme Robert Brasillach, à la libération. Georges Bernanos, lui, considère que l’Europe existe déjà au Moyen Age, dans la Chrétienté, et qu’elle s’est forgé dans ces grands creusets spirituels et intellectuels que furent les universités de Bologne, Paris, Thubingen, Cracovie, Salamanca, et d’autres. Pour le plus grand écrivain catholique français du siècle, il ne tient qu’à l’Europe de retrouver son âme, qui ne peut être que chrétienne. Paul Valéry enfin, dont la lucidité méditerranéenne éclaire quasiment tous les sujets qu’il aborde, l’Europe se définit comme une terre qui a reçu trois héritages combinés de l’Histoire : celui, politique et juridique, des Romains, celui, moral, du christianisme, et celui, intellectuels, des Grecs. C’est à ce jour l’une des critériologies les moins arbitraires qui soient pour définir les frontières de ladite Europe.
Toutefois, ces auteurs ont plus réfléchi sur l’Europe qu’ils n’en ont rêvé, à la différence du « mage » romantique. Que reste-t-il, aujourd’hui, cent vingt ans après la mort de Hugo, de son rêve européen dans la conscience française ? On peut s’émerveiller du fait que certains vœux du poète, totalement utopiques en son temps, se sont réalisés, tel la monnaie unique, et la disparition presque complète des frontières à l’intérieur de l’espace Schengen. Il est aussi remarquable de constater qu’il a été visionnaire par rapport à la réconciliation historique de l’Allemagne et de la France, qu’il appelait de ses vœux après la guerre de 1870, et qui a constitué, grâce à Charles de Gaulle et Konrad Adenauer, le moteur de la construction européenne jusqu’à une date récente. En revanche, force est de constater que la vision européenne de Hugo porte en elle la contradiction qui est en train de remettre en cause, au moins temporairement, l’idée d’une véritable unification politique du continent. En effet, même s’il est parfois prétentieux de la part des français de vouloir incarner à eux seuls un certain modèle de civilisation, il est défendable de dire que deux modèles d’Europe s’affrontent aujourd’hui, le modèle français et le modèle anglo-saxon. C’est cette fracture, que Hugo prétendait éviter par une synthèse utopique, qui ébranle le rêve de Monnet et Schumann. Du côté français, on souhaite une Europe suffisamment intégrée, sur un plan politique, pour exister dans le monde du XXIe siècle, en tant que bloc, face aux autres géants de la planète, tels les Etats-Unis et la Chine. Il y a certes une gradation, parmi les partisans français d’une Europe unie, entre les fédéralistes convaincus, qui sont prêts à céder une part importante de souveraineté à un gouvernement européen aux institutions démocratiquement renforcées, et ceux qui estiment, dans l’héritage de De Gaulle, que les nations sont les seules réalités historiques, les seuls vecteurs d’identité, et qu’il faut une Europe de coopérations renforcées entre états-membres, voire une Europe à géométrie variable. La première catégorie regroupe les forces du centre de l’échiquier politique : centristes démocrates-chrétiens et aile droite du parti socialiste ; les seconds sont des néo-gaullistes ralliés, plus par realpolitik que par conviction profonde, à la construction européenne. Mais tous sont convaincus que celle-ci n’a de sens qui si elle permet au continent de maintenir son modèle de civilisation face au reste du monde, surtout face au modèle américain.
De l’autre côté, on voit des pays, et surtout des gouvernements européens qui admirent la puissance et le dynamisme des Etats-Unis, au point de vouloir faire de l’Europe un simple espace de libre-échange économique et de libre circulation des personnes, un espace ouvert à tous les vents de l’économie globalisée, acceptant comme naturelles les lois du marché global, et plus ou moins alignée sur la politique extérieure des USA. C’est le modèle anglais, auquel se sont ralliés un certain nombre de nouveaux états-membres de l’Europe de l’Est. Cette division a été caricaturée, on s’en souvient, par le secrétaire américain à la défense comme celle de la « Vieille Europe » et de la « Nouvelle Europe ». Evidemment, dans ce vocabulaire néo-conservateur, l’adjectif « vieille » est nettement péjoratif. Cette vieille Europe, paradoxalement, est plus ambitieuse et plus audacieuse que la nouvelle, puisque dès le départ, il s’agissait de retrouver les bases de ce qui avait fait sa puissance passée, et qu’elle avait perdue avec la première guerre mondiale, véritable suicide collectif de l’Europe-puissance. Comme certains historiens l’ont fait remarquer, il n’est sans doute pas fortuit que le noyau originel de l’Europe, et qui constitue encore son noyau dur, à savoir l’Europe des Six (France, Allemagne, Italie, Pays-bas, Belgique, Luxembourg), recoupe approximativement le territoire de l’ancien empire de Charlemagne. Du reste, la réconciliation et l’alliance étroite entre la France et l’Allemagne était peut-être aussi, dans l’inconscient historique de ses artisans, un souvenir du temps où les deux pays n’en formaient qu’un, Francia orientalis à l’est et Francia occidentalis à l’ouest. Charlemagne, en son temps, avait presque réussi à refaire l’unité de l’empire romain d’occident, qui fut la première incarnation historique de l’Europe. Dans leur imaginaire historique, les Français se verraient volontiers comme les lointains héritiers de cette latinité, qui avait fait l’unité d’un continent par le centralisme administratif et le droit écrit.
L’autre grande incarnation historique de l’Europe est la Chrétienté médiévale, unie par une foi commune, mais fracturée par le schisme de 1054. Avec l’élargissement récent aux pays d’Europe de l’Est, auxquels se joindront sans doute bientôt la Roumanie et la Bulgarie, l’Union Européenne a réussi le prodige de cicatriser la fracture ouverte, certes, par la Guerre froide, mais plus profondément encore par l’ancienne polarité entre Rome et Byzance. Pour utiliser les concepts de Fernand Braudel, la première division relève du « temps court » et la seconde du « temps long ». La réunification du continent pose deux problèmes, connexes : celui de ses véritables frontières, et celui de la laïcité. Pour le premier problème, celui des frontières, deux pays semblent actuellement en marquer les repères : la Russie et la Turquie. La première ne demande pas à entrer dans l’Union Européenne, et l’idée d’une Grande Europe qui irait, selon la formule de De Gaulle, « de l’Atlantique à l’Oural », est pour le moment étrangère au débat européen. La Russie, trop spécifique, trop immense, formant un bloc euro-asiatique à elle seule, et encore trop hantée par son passé impérial, est unanimement vue comme étrangère, sinon à une Europe culturelle, du moins à une Europe politique et économique. Quant à la Turquie, qui veut depuis quarante ans entrer au sein de l’Europe, elle pose à la fois le problème des frontières et de la laïcité. L’opposition, majoritaire en France, à une entrée de la Turquie dans l’UE, est à cet égard très intéressante. En effet, la France est tellement attachée à l’idée de laïcité, constitutive de son identité moderne, qu’elle s’est opposée à l’inscription, dans le préambule du projet de traité constitutionnel, à la mention de l’héritage chrétien de l’Europe, au grand dam non seulement du Vatican, mais aussi de nombreux états-membres tels que l’Italie, l’Espagne, la Pologne, et d’autres. C’est ce même argument de laïcité que les opposants français à l’adhésion de la Turquie utilisent, jouant sur la peur qu’inspire l’Islam depuis plusieurs années. Or, on sait que la laïcité est aussi fondamentale pour la Turquie moderne, forgée par Ataturk, que pour la France républicaine. En réalité, tous ceux qui, en France, ont peur de l’adhésion de la Turquie –et les forces du NON, au référendum ont beaucoup exploité cette peur, surtout à droite- reconnaissent implicitement que même si l’Europe n’est pas un « club chrétien », l’humanisme et toutes les valeurs qui s’y rattachent, et qui constituent le socle fondamental de l’identité commune européenne, est lui-même un héritage de la tradition judéo-chrétienne. D’où leur difficulté à admettre en leur sein une culture, même laïque, mais relevant d’un autre héritage historico-religieux.
Finalement, le NON français au referendum, qui a constitué, sinon un coup fatal, du moins un sérieux coup d’arrêt à la construction d’une véritable Europe politique, a regroupé des forces politiquement disparates, voire antagonistes, mais qui se retrouvent dans une peur commune, celle de voir se dissoudre l’identité propre de l’Europe dans un monde de plus en plus globalisé. Pour les « nonistes » de gauche comme ceux de droite, le contre-modèle est bien cette Amérique à la fois fascinante et détestée, religieuse et mercantile, moteur de ce mondialisme où les identités historiques sont apparemment emportées dans une culture planétaire, consumériste et technologique, où les anciennes puissances du vieux continent ne peuvent plus jouer, à elles seules, un rôle majeur. L’Angleterre a trouvé une solution, celle de la « relation spéciale » avec les USA, qui lui donne au moins l’illusion de participer à sa puissance. Du reste, l’imaginaire anglais a toujours été plus tourné, au moins depuis quatre siècles, vers le grand large que vers le continent, comme Churchill, un jour, l’avait dit à De Gaulle. Quant à la France, surtout depuis l’élargissement à l’Europe de l’Est, si elle est en crise par rapport à cette Europe dont elle a été l’un des principaux constructeurs, c’est peut-être tout simplement parce qu’elle a compris qu’il lui fallait maintenant renoncer à un vieux désir gaullien, hypocritement occulté mais toujours présent : celui d’utiliser la construction d’une Europe unie, où elle jouerait un rôle essentiel, comme un moyen de prolonger, et de sauvegarder son ancienne puissance. Les partisans du OUI n’ont pas réussi à convaincre leurs compatriotes que le nouveau traité constitutionnel permettrait à la France de garder, au sein d’une Europe à 25, et bientôt à 27 ou plus, le rôle moteur qu’elle y avait joué pendant plusieurs décennies.
Au fond, les difficultés de la construction européenne, en France et dans d’autres pays du continent, l’euroscepticisme apparemment incurable de l’Angleterre, et la relative désaffection que l’on enregistre actuellement, même chez les jeunes, pour ce projet politique, qui est l’un des plus ambitieux de l’histoire, et devrait être le plus exaltant, tout cela montre que l’Europe politique ne pourra exister tant que les intellectuels, les artistes, les créateurs, en un mot tous ceux qui contribuent le plus à façonner l’imaginaire collectif, n’auront pas réussi à forger un rêve commun, puissant et mobilisateur, qui soit le socle d’une véritable identité et d’une véritable culture européenne, dans laquelle puissent se reconnaître tous les peuples vivant entre l’océan arctique et la Méditerranée, entre l’atlantique et la Mer Noire. Comme le montre l’exemple de Victor Hugo, l’Europe devra d’abord vivre dans l’imaginaire avant de devenir une réalité politique.

The Biographical Dictionary and the World of Political Prisons
Abstract: Biographical dictionaries of communist repression in Romania may be described according to the following elements: 1. The way in which sources (books, journals, oral history, state archives, private archives) are used and displayed either at the end of the volume, in notes or within each biographical sketch. 2. The pattern of the biographical presentation which is supposed to establish a set of expectations concerning the order and coherence of each biographical sketch. 3. The regional dimension limits the list of names to a geographical area while the occupational profile describes former political prisoners belonging to a particular class (church, army, medical profession). 4. The chronological frame which may overlap the whole communist period (1945-1989) or certain periods determined by the activity in a particular political prison (Sighet). 5. The style and tone of the biographical presentation may be influenced by vision, personal experience and political orientation.

Un instrument esenţial pentru cunoaşterea dinamicii şi formelor sistemului represiv îl constituie dicţionarul biografic. Pornit din necesitatea de a stabili identitatea victimelor sau a coordonatorilor şi executanţilor actelor represive, dicţionarul biografic, alături de colecţiile de documente, culegerile de studii şi inventarele legislative, constituie o utilă sursă de informare pentru cercetarea istoriei mecanismelor represive ale regimului comunist din România. Indiferent că este consacrat unei abordări regionale sau se limitează la descrierea unui grup profesional, dicţionarul biografic se defineşte prin cinci caracteristici principale:
- Se întemeiază pe un număr de surse publicate sau orale;
- Are un format care imprimă o regularitate şi un caracter previzibil;
- Are o determinare regională sau profesională;
- Se încadrează într-o ramă cronologică;
- Are o marcă stilistică specifică;
Interpretarea surselor
Orice discuţie despre autoritatea unui dicţionar biografic al represiunii ar trebui să pornească de la analiza surselor utilizate de autor pe parcursul documentării şi redactării articolelor ce alcătuiesc lista de nume. Întrucât problema credibilităţii informaţiilor din scrierile autobiografice este adesea pusă în discuţie, dezvăluirea surselor, atunci când se recurge la colectarea datelor despre detenţie, este esenţială pentru a construi anumite sisteme de testare a validităţii. La rândul lor, unele informaţii culese din documente preluate din arhivele securităţii pot fi parazitate prin impactul anchetei sau rechizitoriilor întocmite sub presiunea factorului ideologic. În absenţa unei ierarhii general acceptate a credibilităţii, compararea surselor se impune ca o măsură de precauţie în abordarea biografică. Din acest punct de vedere, dicţionarele biografice ar putea fi grupate pe trei clase distincte:
- Dicţionare care nu dezvăluie sursele de documentare;
- Dicţionare care menţionează într-o manieră globală, adesea sintetică, sursele utilizate;
- Dicţionare care specifică la fiecare articol sursele folosite;
Un exemplu tipic pentru prima categorie este dicţionarul publicat de Cicerone Ioniţoiu în 1995 sub titlul Cartea de aur a rezistenţei româneşti împotriva comunismului. Din cele mărturisite chiar de autor, informaţiile din dicţionar au la bază relatări şi „scene din iadul comunist” puse la dispoziţie de Ovidiu Borcea, Grigore Caraza, Remus Radina. „precum şi de mulţi alţii care au dorit să rămână anonimi” (Ioniţoiu, Cartea, I, 4). Clasificarea surselor ar putea urma două criterii, după opinia lui Ioniţoiu: informaţii culese „direct de la supravieţuitori”, acestea fiind „exacte”, întrucât sunt întipărite în memoria lor (Ioniţoiu, Cartea, I, 4); alte surse, în această categorie intrând datele oferite de membrii familiilor foştilor deţinuţi politici sau de „colegii de la închisoare” (Ioniţoiu, Cartea, I, 4). Nu se face nici o referire la volume publicate în exil până în 1989 sau la cele editate în România după revoluţia din decembrie 1989.
În volumul III publicat de Cicerone Ioniţoiu în 1998 aflăm motivul decalajului informaţional. Cartea de aur a rezistenţei româneşti împotriva comunismului a fost redactată pe la începutul anilor 1980, departe de arhivele sistemului represiv, într-o dependenţă totală de mărturia orală directă sau mediată de rude ori de prieteni ai celor care au suferit în închisori sau în lagăre de muncă (Ioniţoiu, Cartea, III, p. 3). Enciclopedia „suferinţei româneşti”, la care face referire autorul, ar trebui să cuprindă numele tuturor victimelor, fiind realizată după aceleaşi principii, bazându-se mai ales pe „ajutorul foştilor deţinuţi anticomunişti” şi pe sprijinul tuturor persoanelor care „deţin nume de deţinuţi, date şi mărturii suplimentare” (Ioniţoiu, Cartea, III, p. 3).
Cicerone Ioniţoiu şi-a continuat documentarea începută cu mulţi ani înainte de prăbuşirea regimului comunist din România. Cel puţin aşa rezultă din postfaţa lui Alex. Ştefănescu la primul volum din Victimele terorii comuniste, publicat la Editura Maşina de scris, în 2000. Astfel, autorul Cărţii de aur a rezistenţei româneşti împotriva comunismului ar fi revenit în România pentru a studia în „arhivele închisorilor, tribunalelor şi spitalelor militare, cercetând inscripţiile de pe monumentele funerare şi documentele aflate în păstrarea administraţiei cimitirelor, explorând presa vremii, şi mai ales, consemnând ceea ce-şi mai amintesc supravieţuitorii anilor de teroare” (Ioniţoiu, Victimele, A-B, p. 318). Informaţiile adunate de Ioniţoiu ar fi fost comparate şi ordonate de Florin Ştefănescu, „pentru a le mări gradul de precizie” (Ioniţoiu, Victimele, A-B, p. 318). Nicăieri în acest volum nu putem găsi lista surselor care au fost utilizate pentru a face informaţiile biografice mai precise.
Din a doua categorie fac parte dicţionarele care menţionează sursele sub forma unei bibliografii. Acesta este cazul volumului publicat de Mihai Pelin sub titlul Un veac de spionaj, contraspionaj şi poliţie politică. Dicţionar alfabetic publicat în 2003 la Editura Elion. Bibliografia lucrării conţine volume, articole din periodice, fonduri de arhivă, alte documente nearhivate. Nu sunt utilizate transcrieri de istorie orală, iar articolele nu conţin referiri la surse.
O bibliografie amplă conţine volumul publicat de Doina Jela sub titlul Lexiconul negru publicat în 2001 la Humanitas. Lista bibliografică include volume de memorii, istorie şi studii, culegeri de documente (unele titluri sunt însă reproduse fără autori, altele sunt citate de două ori), lucrări în manuscris, periodice, istorie orală, corespondenţă cu foşti deţinuţi politici sau cu filiale ale AFDPR şi documente de arhivă.
Pe o bibliografie se bazează şi volumul întocmit de Vasile Manea sub titlul Preoţi ortodocşi în închisorile comuniste, apărut la Editura Patmos în 2001. Pentru a reconstitui lista preoţilor persecutaţi de regimul comunist autorul a utilizat volume apărute în România după 1989, volume editate de autori din exilul românesc înainte de 1989, articole din periodice, lucrări de licenţă susţinute în cadrul facultăţilor de Teologie, precum şi texte nepublicate, răspunsurile episcopiilor la chestionarul trimis de Comisia pentru cercetarea abuzurilor şi pentru petiţii din Camera Deputaţilor (Manea, Preoţi, p. 65), şi mai târziu de Institutul Naţional pentru Studiul Totalitarismului (INST) pentru realizarea unei investigaţii privind persecuţia sub regimul comunist, mărturii de la supravieţuitori sau rude ale foştilor deţinuţi politici. Deşi autorul susţine că va oferi un text cât mai complet, utilizând „toate cărţile şi articolele” (Manea, Preoţi, p.10) care tratează subiectul măcar parţial, trebuie observat că informaţii despre preoţi întemniţaţi se găsesc risipite în numeroase alte volume semnate de supravieţuitori ai sistemului concentraţionar românesc. Nu se poate vorbi de aplicarea consecventă a unui sistem de trimitere la surse, ci mai degrabă de o amendare a surselor, din perspectiva informaţiilor colectate de autor.
O bibliografie sumară, incompletă şi pe alocuri cu greşeli conţine masivul volum publicat de Constantin Ionaşcu sub titlul Rezistenţa anticomunistă din Dobrogea, publicat la Editura „Ex Ponto” în 2000, un amestec de documente, mărturii şi inventare biografice. În mulţumirile inserate la începutul cărţii aflăm că autorul a consultat arhiva SRI, iar o notă din scurta prefaţă nesemnată face trimitere la Arhivele Naţionale Constanţa (Ionaşcu, Rezistenţa, p. 9). Probabil că sursele sunt mai numeroase, dar ele nu se află menţionate în totalitate în bibliografia a lucrării.
Alte volume optează pentru un dublu sistem de folosire a surselor. Pe de o parte lucrările utilizate pentru documentare sunt listate într-o bibliografie sumară, pe de altă parte trimiterile din interiorul articolelor fac referire la titlurile enunţate. În acest fel procedează Nuţu Roşca în volumul său Închisoarea elitei româneşti, publicat la Editura Gutinul în 1998. Bibliografia sumară conţine o listă de 70 de surse, având titluri de volume cât şi articole din periodice. Numeroase volume menţionate în această bibliografie sunt publicate înainte de 1989. Nu sunt utilizate transcrieri de istorie orală.
Uneori sursele se limitează doar la documentele de arhivă, cum este cazul volumului publicat de Mihai Pelin, la Editura Compania, în 2002 sub titlul Opisul emigraţiei politice. Autorul a utilizat Arhivele Serviciului Român de Informaţii, fişele biografice, rapoartele şi notele informative servind ca suport documentar pentru redactarea articolelor de dicţionar. În interiorul articolelor autorul citează din documentele fostei securităţi, fără a indica sursa. Pentru completarea informaţiilor Pelin a utilizat volumul Români în ştiinţa şi cultura universală publicat de Academia Româno-americană de Ştiinţe şi Arte din Statele Unite în 1982 (Pelin, Opisul, p.12).
Din a doua categorie am putea de asemenea aminti un dicţionar cu caracter regional iniţiat de Fundaţia Memento de recuperare a Memoriei Detenţiei Politice Anticomuniste Timiş Dicţionarul suferinţei. Foştii deţinuţi politici din Timiş, apărut la Editura Eurostampa din Timişoara. În acest caz informaţiile provin chiar de la foştii deţinuţi care îşi completează singuri datele care urmează să apară în dicţionar. În cazul celor decedaţi, datele au fost completate de rudele mai apropiate. Acolo unde nu a fost posibilă contactarea acestora au fost utilizate formularele de înscriere în AFDPR-Timiş. Aşa cum subliniază Florentin Toma, preşedintele Fundaţiei Memento, s-a contat pe responsabilitatea fiecărui fost deţinut politic, iar atunci când nu s-a mai putut apela la memorie, unele rubrici au rămas incomplete.
Asemănător ca abordare este dicţionarul publicat Corneliu Cornea sub titlul Jurnalul detenţiei politice în judeţul Arad 1945-1989, apărut la Editura Mirador, în 2000. Spre deosebire de Fundaţia Memento de la Timişoara, Cornea a cules informaţii fie direct de la mai mulţi supravieţuitori (Cornea, Jurnalul, p. 10) fie din volume publicate (Cornea, Jurnalul, p. 7) pentru a alcătui o listă de peste 1200 de nume de deţinuţi politici din judeţul Arad, la care autorul declară că ar fi lucrat 10 ani.
Din a treia categorie poate fi amintit dicţionarul publicat de Paul Caravia, director de proiect, alături de Virgiliu Constantinescu şi Flori Stănescu sub titlul Biserica întemniţată. România 1944-1989, apărut la INST în 1998. Ca inovaţie în domeniul utilizării surselor bibliografice, volumul indică sursele pe manşeta paginii în dreptul fiecărui articol. Valorificând rezultatele unui proiect de cercetare sub egida INST demarat încă din 1995, Biserica întemniţată a utilizat mai multe tipuri de surse. Mai întâi, răspunsurile la chestionarele trimise de Comisia pentru cercetarea abuzurilor şi pentru petiţii din Camera Deputaţilor, în 1991-1992, şi chestionare reluate ulterior într-o formă dezvoltată de INST, prin care se solicita tuturor cultelor şi centrelor eparhiale din ţară informaţii privind persecuţia sub regimul comunist. Un alt nivel de documentare l-a constituit literatura editată în România după 1989, colectivul de cercetare inventariind 91 de titluri. În mod transparent responsabilitatea pentru fişarea fiecărui titlu a fost încredinţată unui cercetător. O alte categorie de surse se regăseşte la nivelul periodicelor consultate, în general reviste editate de cultele religioase din România, dar şi periodice de specializate. Pe un alt palier al documentării s-a situat fişarea colecţiei „Monitorului oficial” din perioada 1946-1919. În sfârşit, ultima categorie de surse este configurată de arhivele personale puse la dispoziţia colectivului de cercetare.
Din aceeaşi categorie face parte dicţionarul Mecanisme represive în România 1945-1989, editat de INST. Faţă de dicţionarul lui Caravia care utiliza atât adrese oficiale, cât şi fonduri arhivistice personale, Mecanisme represive foloseşte doar cărţi editate, acestea fiind listate la începutul fiecărui volum. Varietatea tipurilor de volume folosite ca surse a facilitat identificarea unui număr mai mare de persoane reprimate sau de autori ai represiunii. În acest scop, au fost utilizate biografii, volume de comunicări ştiinţifice, corespondenţă, cronologii, dialoguri, dicţionare biografice speciale, dar şi dicţionare biografice ale represiunii, volume de documente, enciclopedii, volume de eseuri, interviuri, volume de istorie, reconstituiri obţinute din istorie orală, jurnale, memorii, monografii, volume de poezii, procese şi publicistică, romane şi volume de studii.
Alte dicţionare preferă să indice sursele la sfârşitul fiecărui articol sub titlul Bibliografie. Aşa procedează Alesandru Duţu şi Florica Dobre în Drama generalilor, sursele fiind de regulă fie arhive (Ministerul Apărării Naţionale, S.R.I.), fie volume sau articole din periodice. Pentru completarea informaţiilor biografice autorii au recurs şi la lucrări publicate înainte de 1989. Lipsesc din surse transcrierile de istorie orală sau documentele din fondurile arhivistice personale, eventual de la familiile generalilor lichidaţi de regimul comunist.
Formatul dicţionarului biografic
Formatul dicţionarului biografic joacă un rol important în organizarea materialului documentar. În măsura în care autorul sau colectivul de autori reuşesc să păstreze un grad ridicat de predictibilitate al prezentării biografice, articolul capătă coerenţă şi substanţă. La Ioniţoiu (Victimele terorii) elementele care alcătuiesc succesiunea prezentării sunt dispuse după un criteriu cronologic:
- Nume, prenume
- Data naşterii
- Locul naşterii
- Domiciliul la data arestării
- Profesia
- Data şi motivul arestării
- Data procesului
- Data şi încadrarea juridică a condamnării
- Date despre magistraţi, avocaţi etc implicaţi în proces şi condamnare
- Cronologia detenţiei
- Data eliberării, în cazul în care deţinutul politic nu a decedat în timpul detenţiei
- Cariera profesională sau persecuţiile suferite după eliberare, până în 1989
- Carieră profesională, afirmare socială sau politică după 1989
- Data, locul şi motivul decesului.
Întrucât informaţiile biografice sunt distribuite inegal, este puţin probabil să întâlnim acest format complet la multe articole din dicţionarul lui Ioniţoiu. Alteori formatul este spart de inserţii masive care aduc relatări autobiografice, cum este cazul la Grigore Caraza (Ioniţoiu, Victimele, C, p. 36-37).
O formulă standardizată de format oferă Dicţionarul suferinţei. Fiind realizat pe baza unor răspunsuri la întrebări de chestionar, dicţionarul biografic sparge informaţia în unităţi mici, aşezate sub titluri de rubrică. Pe această schemă gradul de predictibilitate al prezentării biografice creşte, în defavoarea cursivităţii. Schema după care este organizată informaţia biografică în Dicţionarul suferinţei poate fi însă utilă altor proiecte de cercetare regională sau naţională care îşi propun să reconstituie lista foştilor deţinuţi politici sub regimul comunist:
- Numele şi prenumele
- Data naşterii
- Locul naşterii
c. Profesia, ocupaţia, funcţia deţinută înainte de arestare
d Data arestării
e. Numele anchetatorilor
f. Denumirea lotului
- Condamnarea şi durata reală a detenţiei
- Tribunalul militar care a pronunţat sentinţa
- Alte persoane din lot
- Alte condamnări, cu menţionarea perioadei de detenţie
- Locurile de anchetă şi închisorile, lagărele de muncă sau domiciliile obligatorii, cu menţionarea perioadei
- Foşti deţinuţi marcanţi întâlniţi în locurile de detenţie
- Mărturie despre anchetă. Proces sau detenţie
Parţial dicţionar biografic, întrucât o mare parte a volumului este consacrată evocărilor memorialistice şi documentelor, volumul Noi nu am avut tinereţe, coordonat de un colectiv din care fac parte Traian Mitrofan, Nicolae Stan Petruţiu şi alţii, listează numele membrilor AFDP Filiala Alba (Mitrofan, Noi, p. 218-343), menţionând cele mai importante elemente legate de condamnare şi detenţie. Lipseşte însă din cuprinsul prezentării data eliberării din închisoare, aceasta fiind dedusă uneori din menţionarea perioadei de detenţie.
Localizări geografice şi delimitări profesionale
A patra caracteristică a unui dicţionar biografic o reprezintă încadrarea sa într-un spaţiu determinat fie geografic, fie profesional. Din categoria dicţionarelor generale poate fi amintită seria apărută sub titlul Victimele terorii, care prezintă nu numai deţinuţii politici din România, dar şi pe cei deportaţi în Uniunea Sovietică. O încadrare regională explicită are Dicţionarul suferinţei care conţine în principal numele foştilor deţinuţi politici înscrişi la AFDPR-Timiş. Pe un criteriu regional este organizat şi Jurnalul detenţiei politice în judeţul Arad care listează peste 1200 de nume ale unor luptători din rezistenţa anticomunistă sau foşti deţinuţi politici din judeţul Arad. Cartea albă privind lupta anticomunistă a fiilor Gorjului, lucrare coordonată de Nicolae Stirosu şi apărută la Craiova în 1995, sub patronajul A.F.D.P.R. Gorj, are de asemenea ca obiectiv a restituire istorică pe plan local. Volumul de evocări memorialistice şi prezentări biografice Noi nu am avut tinereţe doreşte să stabilească un patrimoniu de nume pentru judeţul Alba.
În ce priveşte delimitările profesionale, cele mai substanţiale demersuri s-au făcut în domeniul religios (Caravia, Biserica; Manea, Preoţi) în cel militar (Duţu, Drama) sau în cel medical prin apariţia volumului publicat de Gheorghe Penciu sub titlul Medici în recluziune, pe un format de frontieră, cu elemente ce ţin în egală măsură de evocarea memorialistică şi de economia unui dicţionar biografic.
CRONOLOGIA REPRESIUNII
A cincea caracteristică a dicţionarelor biografice este dată de extensia cronologică a prezentării. Cele mai multe din dicţionare se referă la toată perioada comunistă, 1945-1989 (Ioniţoiu, Cartea, I-III; Ioniţoiu, Victimele, A-Q; Roske, Mecanisme, A-O; Manea, Preoţi; Mitrofan, Noi). Caravia situează persecuţia bisericii chiar înainte de instaurarea guvernului Groza, oficializarea lagărelor pentru deţinuţi politici având loc în 1944 (Caravia, Biserica, p. 20). Doina Jela precizează că lista autorilor represiunii acoperă perioada cuprinsă între alegerile din 1946 şi căderea regimului comunist (Jela, Lexiconul, p. 12). Alte lucrări sunt focalizate pe perioada Gheorghiu-Dej, 1945-1964 (Dicţionarul suferinţei; Ionaşcu, Rezistenţa; Penciu, Medici). De aceeaşi perioadă se ocupă Drama generalilor (1944-1964), primele măsuri împotriva elitei armatei române fiind datate înainte de 6 martie 1945 (Duţu, Drama, p. 10). Dicţionarele care abordează doar marginal chestiunea represiunii au repere mai largi. Opisul emigraţiei politice se ocupă de perioada 1940-1990 (Pelin, Opisul, p. 5), iar Un veac de spionaj acoperă tot secolul XX (Pelin, Un veac, p. 6). Despre perioade mai mici, determinate de activitatea unui locuri de detenţie este vorba în Închisoarea elitei româneşti, care tratează doar perioada mai 1950-iulie 1955, considerată ca vârf al exterminării elitei româneşti (Nuţu, Închisoarea, p. 7).
Marca stilistică
Ultima caracteristică a unui dicţionar biografic se referă la marca stilistică a prezentării. Punctul maxim de obiectivitate pe care un dicţionar biografic l-ar putea atinge este oferit de Gheorghe Crişan în Piramida puterii, ediţia a doua în două volume fiind publicată la Editura PRO HISTORIA în 2004. Articolul tipic de dicţionar consacrat oamenilor politici şi de stat, generali şi ierarhi din România de la 23 august 1944 la 22 decembrie 1989 incluşi în acest dicţionar se constituie dintr-o succesiune de funcţii şi date, fără alte comentarii. Alunecarea spre discurs justiţiar sau evocări patetice poate distruge unitatea formatului în care este concentrată informaţia biografică, afectând claritatea prezentărilor. Un dicţionar biografic al represiunii nu trebuie să fie „o carte de mărturisiri şi nici una de analiză, ci mai degrabă una de sinteză, un inventar” de nume al celor care au avut de suferit pentru atitudinea lor faţă de regimul comunist (Cornea, Jurnalul, p. 12). O asemenea carte, după cum observă Viorel Gheorghiţă, nu poate fi scrisă decât cu „acribie, pe bază de documente”, constituind în esenţă o abordare „nediscrimatorie, pertinentă” (Cornea, Jurnalul, 12). Conceput într-o cheie polemică Lexiconul negru devine „o galerie de portrete, „un fel de puzzle proteiform”, cum îl descrie Doina Jela, „început din toate părţile o dată, tinzând să devină un cosmoid, o hartă, un glob pământesc al ororii şi distrugerii, şi totodată o istorie naţională a infamiei”, adică „o lucrare literară făcută din bucăţi asamblate de real” (Jela, Lexiconul, p. 11,13, 21).
Pentru tonul echilibrat al prezentării biografice pot fi amintite volumele Biserica întemniţată, care, datorită formatului ales, a împiedicat accesele polemice, Mecanisme represive în România care promovează „un discurs voit concis, strict factual, epurat de calificative sau de paranteze moralizante” (Roske, Mecanisme, D-G, p. 13), lucrarea lui Vasile Manea, care se limitează la plasarea preoţilor pe traseul represiunii, dicţionarele lui Cicerone Ioniţoiu îngrijite de Mihaela Andreiovici, Florin Ştefănescu şi Filip Lucian-Iorga care se limitează la un decupaj obiectiv al evenimentelor,
În ciuda unor progrese vizibile, mai ales după 2000, în dezvoltarea abordării biografice, nu dispunem deocamdată de un dicţionar complet al represiunii sub regimul comunist. Cele mai ample demersuri în acest domeniu Victimele terorii, ajuns în 2006 la litera Q, şi Mecanisme represive, ultima literă publicată în 2006 fiind O, se află încă în derulare şi probabil va trebui să aşteptăm câţiva ani până când aceste proiecte vor fi încheiate. Dicţionarele zonale (Dicţionarul suferinţei; Cornea, Jurnalul; Mitrofan, Noi; Stirosu, Cartea) sau cele profesionale (Caravia, Biserica; Manea, Preoţi; Duţu, Drama, Penciu, Medici) ocupă doar câteva nişe din uriaşa geografie a spaţiului concentraţionar românesc. Editarea în continuare a volumelor de documente, mai ales a stenogramelor anchetelor penale şi a proceselor, publicarea de studii şi monografii consacrate instituţiilor şi legislaţiei represive, vor alcătui un cadru suficient de consolidat pentru corectarea erorilor de informaţie şi îmbogăţirea surselor din care îşi vor trage substanţa viitoarele dicţionare ale represiunii.
Holocaustul şi valenţele reconstituirii biografice
Ca şi în cazul descrierii mecanismelor represive care au susţinut regimul comunist din România în perioada 1945-1989, experienţa holocaustului poate fi cercetată prin refacerea traseului biografic al victimelor. Sursele de informaţii sunt pe cât de variate pe atât de complexe, impunând metode de explorare capabile să valorifice nu numai mărturiile directe, dar şi reflexiile cu caracter general-interpretativ. Pe scara unei transparenţe a informaţiei pe primul loc s-ar situa volumele de istorie consacrate în mod explicit acestui subiect. Teşu Solomovici alocă un capitol din Istoria holocaustului din România, volum publicat în 2005 la editura TEŞU, „Purificării etnice a Basarabiei şi Bucovinei”, cu accent pe „Deportări, jafuri şi masacre” (Solomovici, Istoria, p. 197-220). Pentru a expune tabloul persecuţiilor, Solomovici recurge la o mare diversitate de surse, de la mărturii ale supravieţuitorilor la opiniile istoricilor consacraţi ai problemei, de la documente ale guvernării Antonescu la corespondenţă oficială. Utilă pentru restituiri biografice este şi secţiunea Români îşi riscă viaţa pentru a salva evrei (Solomovici, Istoria, p. 241-283), din capitolul IX Rabinul Alexandru Şafran, Will Filderman şi A.I. Zissu – conducătorii rezistenţei evreieşti. Trebuie observat că Solomovici face o examinare critică a surselor, sublinind limitele jurnalistice ale unor demersuri, cum este cazul observaţiilor pe marginea cărţii lui Marius Mircu, Oameni de omenie, în vremuri de neomenie, publicată în 1987 (Solomovici, Istoria, p. 250). Din categoria istoriilor face parte şi volumul lui Radu Ioanid, Evreii sub regimul Antonescu, publicat la Editura Hasefer în 1998. Persecuţiile împotriva evreilor sunt descrise în cinci din cele zece capitole ale cărţii, secvenţele istorice fiind ordonate pe criteriul cronologic: Masacrele dinaintea războiului 1940-1941 (cap. II), Masacrele de la începutul războiului (cap. III), Lagărele de tranzit şi ghetourile, deportările şi alte forme de asasinat în masă (cap. IV), şi Transnistria (cap. V). Pentru înţelegerea metodologiei demersului biografic se poate consulta şi capitolul X (Sursele publicate referitoare la exterminarea evreilor români în timpul celui de al doilea război mondial) care face o apreciere critică asupra surselor.
Istoria orală reprezintă segmentul pe care se poate opera pe o schemă relativ previzibilă atunci când cercetătorul caută să reconstituie traseul biografic al victimelor. Institutul Român de Istorie Recentă a realizat, începând cu anul 2001, patruzeci de interviuri cu supravieţuitori ai Holocaustului, jumătate din ele referindu-se la deportările în Transnistria, cealaltă jumătate fiind rezervată „calvarului evreilor din Ardealul de Nord” şi internărilor la Auschwitz-Birkenau, Dachau, Buchenwald, Ravensbruck, Mauthausen (Pippidi, Holocaustul, p 10). Materialul colectat a fost valorificat prin publicarea volumului Holocaustul evreilor români, la Editura Polirom în 2004. Într-o scurtă prefaţă, Andrei Pippidi arată caracterul complementar al mărturiei individuale, directe, care, în raport cu memoria documentului de arhivă, păstrează în sine ”umanitatea vibrantă a unor experienţe cu neputinţă de uitat sau de reprimat” (Pippidi, Holocaustul, p. 10). Interviurile din volum sunt datate, iar notele contextualizează informaţia biografică cu ajutorul unor volume de memorii (Miriam Korber-Bercovici, Jurnal de ghetou: Djurin, Transnistria, 1941-1943) sau documente de epocă (Matatias Carp, Cartea Neagră). Experienţa individuală este conservată şi în cartea de interviuri publicată de Smaranda Vultur la editura Polirom în 2002 sub titlul Memoria salvată. Evreii din Banat, ieri si azi.
Din categoria memoriilor poate fi amintit volumul publicat la Editura Hasefer, în 2002, de Adrian Radu-Cernea sub titlul Pogromul de la Iaşi, Depoziţie de martor. Intensitatea evocării găseşte suport în implicarea autorului în evenimentele narate: “Mai am prieteni sau simple cunoştinţe care mai sunt printre supravieţuitorii acelei zile teribile, macabre, din 29 iunie 1941, mărturiseşte Adrian Radu-Cernea.
”Ei se găsesc împrăştiaţi în lumea întreagă, la Montreal, la Toronto, la Paris, la New York, la Frankfurt, la Geneva, dar cei mai mulţi sunt în Israel. Le-am scris, i-am întrebat dacă îşi mai amintesc de duminica din 29 iunie 1941. Toţi mi-au răspuns cu aceleaşi cuvinte. Ca şi când ar fi fost ieri.” (Cernea, Pogromul, p. 26).
O importantă sursă de informaţie pentru abordarea biografică râmân desigur culegerile de documente. Din această categorie trebuie amintită Cartea Neagră, publicată de de Matatias Carp, fost secretar al comunităţii evreieşti din România, o „carte importantă despre exterminarea evreilor români” care tratează trei subiecte, legionarii şi rebeliunea, pogromul de la Iaşi şi Transnistria (Ioanid, Evreii, p. 410). După cum afirmă Matatias Carp în prefaţa cărţii în 1946 “toate afirmaţiile cuprinse în această lucrare sunt controlate, verificate şi se sprijină pe dovezi, dintre care cele mai multe sunt de neînlăturat: declaraţii, mărturii, comunicări oficiale, ordine oficiale, copii textuale sau fotocopii, semnate de toată ierarhia administrativă, de la Mareşal până la ultimul plutonier sau şef de birou – fotografii şi tot felul de alte documente (ordonanţe, publicaţii, telegrame, acte de vânzare, declaraţii de sinucidere, sentinţe judecătoreşti etc), rapoarte de anchetă.” (Carp, Cartea, I, 21). Unele documente publicate în Cartea neagră provin, după cum precizează Carp, “din arhiva Federaţiei Uniunii Comunităţii Evreieşti”. Alte inforamţii au fost verificate şi completate cu ajutorul rezultatelor anchetei întreprinsă de Comisiunea de Studii a Congresului Mondial Evreiesc, Secţiunea pentru România (Carp, Cartea, I, p. 21). În completarea documentelor sunt inserate în toate cele trei volume ample cronologii care refac succesiunea evenimentelor din perspectivă factologică sau legislativă. Volumul I conţine şi Un indicator nominal al victimelor devastărilor, jafurilor şi incendierilor din zilele pogromului legionar (Carp, Cartea, I, p. 203-228).
Volumele de studii completează tabloul complex al documentării. Una dintre cele mai substanţiale contribuţii în acest domeniu este lucrarea lui Jean Ancel, Contribuţii la istoria României. Problema evreiască, rodul unei cercetări de 16 ani care a inclus documentări în arhivele din Moscova, Kiev, Odessa, Nikolaev, Cherson, Chişinău, cercetări la arhivele Muzeului Holocaustului de la Washington, arhivele Institutului Yad Vashem de la Ierusalim. Informaţii biografice despre victime se pot reconstitui din capitolele consacrate Rebeliunii legionare (Ancel, Contribuţii, I, partea 1, p. 400-440), lagăre şi ghetouri în Basarabia şi în Bucovina de nord, septembrie-noiembrie 1941 (Ancel, Contribuţii, vol. I, partea a 2-a), ghetoul Chişinău (Ancel, Contribuţii, vol I, partea a 2-a, pp. 200-229). Volumul II, partea 1 tratează aproape în întregime problema Transnistriei sub ocupaţie românească. Volumul II, partea a 2-a face o întoarcere în timp analizând Pogromul de la Iaşi, 29 iulie 1941 (Ancel, Contribuţii, vol II, partea a 2-a, p. 83-124). Un capitol separat este consacrat analizei datelor statistice privind amploarea Holocaustului (Ancel, Contribuţii, vol. II, partea a 2-a, p. 339-402).
Volumul colectiv de studii coordonat de Randolph L. Braham, a fost publicat de Editura Hasefer în 2002, purtând titlul Exterminarea evreilor români şi ucrainieni în perioada antonesciană, valorifică comunicările prezentate la Conferinţa Internaţională a Oamenilor de Ştiinţă, organizată la Washington sub auspiciile Muzeului Memorial al Holocaustului la 25-26 iunie 1996. Sursele bibliografice sunt cele de la data redactării comunicărilor, reactualizarea a informaţiei nefiind posibilă în momentul tipăririi volumului. Printre autorii care semnează în acest volum se numără Lya Benjamin, Radu Florian, Jean Ancel, Leon Volovici, Radu Ioanid, Carol Iancu, Victor Eskenasy, Vladimir Tismăneanu şi Michael Shafir. Cele mai substanţiale informaţii biografice pot fi extrase din secţiunea Campania împotriva evreilor, cu studii despre masascrul de Iaşi, , campaniile de asasinare în masă din Transnistria, 1941-1942, ghetoul din Chişinău şi jurnale ale intelectualilor evrei din timpul perioadei antonesciene (Braham, , pp. 91-258).
Utilă pentru recuperarea informaţiei biografice este şi cartea publicată de Lya Benjamin, sub titul Prigoană şi rezistenţă în istoria evreilor din România 1940-1944. Studii, apărut la Editura Hasefer în 2001. Deportările în Transnistria sunt prezentate în capitolul Soluţia finală şi implicaţiile ei în România (Benjamin, Prigoană, p. 165-184). Foarte util pentru evaluarea surselor de informaţie privind reconstituirea biografică este capitolul Surse şi bibliografie (Benjamin, Prigoană, 277-286) în care sunt prezentate atât fondurile arhivistice principale, culegerile de documente, volumele apărute în perioada 1941-1944, jurnale, memorii, evocări, studii, articole, lucrări generale. Uneori cazul României este tratat în contextul european al epocii, cum este cazul volumului publicat de Mihai Milca la Editura Ager, în 2004,
Diversele abordări ale problemei Holocaustului impun o explorare particulară a recuperării informaţiei biografice, în funcţie de formatul şi complexitatea fiecărui demers. Acolo unde informaţia biografică nu este eliberată explicit, ca în culegerile de istorie orală, în memorii sau jurnale, reconstituirea experienţelor individuale trebuie să ţină cont în egală măsură de evaluările istoricilor, de extensia şi varietatea documentelor de epocă, dar şi de analizele şi interpretările care alcătuiesc substanţa celor mai importante studii conscrate acestui subiect.
